Duties

Serves as a Procurement Analyst and the DLA Disposition Services providing advice and technical support to the Disposition Services Director, Acquisition Director and the Acquisition Directorate staff. Reviews most complex and highest dollar value innovative or special interest actions. Monitors Special Program Initiatives (SPI) and testing efforts relative to incremental changes in procurement process Prepares reports, reviews and recommendations and initiates actions to improve or correct measures that have not been implemented. Determines compliance with procurement statues/regulatory guidance, business practices and policies to avoid mission impairment. Develops and participates in monitoring established contract quality plans to ensure consistency of contracting procedures/practices Resoles legal and technical problems and develops approaches for procurements lacking precedent. Designs and leads complex studies of procurement policies including functional and system implementation.

Qualifications

To qualify for a Procurement Analyst your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic DoD 1102 Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Providing technical advice to management and Contracting Officers on matters pertaining to contacting policies and procedures. Developing and implementing policy changes and coordinates actions with other process/operational areas. Developing and evaluating complex functional system requirements for the procurement functional area. Assisting agency leadership in defining performance targets and developing long-range process improvement plans to exceed performance. Resolving issues and recommending improvements to procurement processes. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
