Duties

Serve as a Division Chief in the Directorate of Contracting. Perform program reviews and analyses, developing budget estimates, preparing workload forecasts. Develop and implement new or revised policies and procedures and participate in other management functions to improve efficiency and economy of operations. Analyze serious operating problems, particularly complaints from suppliers, requisitions, headquarters and other agencies and activities. Develop controls to assure efficient management of Division Operations and attainment of objectives. Plan and coordinates Division Operations, responsible for accomplishing technically accurate, complete, and properly documented procurement for both normal and priority requirements. Complete the entire gambit of supervisory duties to include but not limited to hiring, mentoring, training, performance evaluations, awarding and disciplining employees when required in a fair and consistent manner. Responsible for the management and operation of internal processes and administrative/technical controls to ensure contractor compliance with service and supply contract performance requirements and that contracts continue with no lapse in coverage. Effectively supervise a team in a positive manner. Strengthen partnership with stakeholders. Responsible for the timely completion of compliant contract actions.

Qualifications

To qualify for a Supervisory Contact Specialist your resume and supporting documentation must support: Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Participating in program reviews and analyses, developing budget estimates, preparing workload forecasts. Developing and implementing new or revised policies and procedures to improve efficiency and economy of operations. Developing controls to assure efficient management of division operations and attainment of objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
