About the Position: Incumbent is responsible for the budget/ programming process and full range of procedural and technical duties involved in the program formulation, presentation, and execution phases of assigned programs consisting of a multiplicity of complex funding authorizations under all civil works appropriations, as well as varying requirements of non-Federal and other agency contributions to numerous projects within the programs.
Duties
Responsible for the budget/ programming process and full range of procedural and technical duties involved in the program formulation, presentation, and execution phases of the Programs and Project Support Branch.
Collaborates with and provides assistance to project managers, engineering, construction, operations, and real estate managers in the preparation and submission of programming funding.
Analyzes and evaluates policy directives issued by higher authority concerning budget submission, funds management, and control activities to determine their effects on Districts programs, polices, and procedures.
Prepares, reviews, analyzes, and oversees program execution and fiscal performance indicators and makes comparative analyses, presents conclusions, and makes recommendations
Manages and monitors allocated funds, and current working estimates to ensure that adequate funding and authority levels for program execution are available; requesting additional or returning funds.
Alerts the District Project Manager, other District officials, and the customer of potential problems and recommending solutions.
Provides advice to the Project Manager and other project delivery team members regarding management of all fund types.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a Financial Management Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

Specialized Experience: One year of specialized experience which includes budget preparation, formulation, and execution, preparing cost estimates, and utilizing financial databases to analyze project funds and progress. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
