This position is located with the BLM Fire & Aviation Directorate, Division of Support Services located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Duties

Serves as senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives. Plans, organizes and oversees efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of program accomplishment. Manages short and long range planning activities that include multi-year work plans that are the products of subordinate organizational projects/ programs. Develops priorities for effective use of resources. Consults with key managers and stakeholders to ensure that all implications are identified, weighed, and considered in study and discussion of effective and efficient resource use and distribution. Plans and develops new processes or metrics and coordinates support activities that cross organizational lines. Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes and recommendations on issues which cross functional lines. Plans, coordinates and oversees major initiatives or projects to develop and implement new systems and/or processes that may have Bureau-wide use and implications.

  • Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
  • This position requires procurement duties. If selected for this position, you will be required to complete a Procurement Integrity Certification, OF-333 prior to appointment.
  • If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.

Qualifications

Specialized Experience: In order to be rated as qualified for this position, we must be able to determine that you meet the minimum qualification requirements - please be sure to include this information in your resume. For GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Performing the full range of duties involved in assisting in the development and review of a variety of administrative functions and programs (e.g. Business Management (Procurement/Contracting), Site and Facility Support, Human Resource Management, Safety and Occupational Health, Information Technology, Technical Programs, etc.). Planning and directing administrative functions and programs and projects. Identify strategic opportunities and assist in resolving issues impacting a program; plans program of work, sets priorities, and/or sets policy to implement a variety of administrative workloads. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
