Duties

The Snake River Area Office Manager provides leadership and direction over the activities of Snake River Area Office, which include planning, project modification, development and construction, administration and management, coordination with state, local, and Tribal governments and other Federal agencies, environmental and resource programs, power generation, and operation and maintenance of water and land resources and Reclamation facilities. The Area Office is comprised of two field offices - the Middle Snake Field Office in Boise, Idaho, and the Upper Snake Field Office in Heyburn, Idaho, with additional operating facilities such as Black Canyon, Minidoka and Palisades. The Area Manager: Sets general goals and objectives, and exercises control over the budget and personnel resources available to accomplish the mission. Plans, directs, executes and evaluates programs that perform key aspects of engineering, scientific, technical, legal, administrative, regulatory and policy development programs, throughout a large geographic area. Is responsible for planning, implementing, and evaluating an effective safety and health program for Area Office personnel. Represents Reclamation in the geographic area in dealings with various private and public interests and key political figures who serve public interests in the area. Directs the execution of operations in compliance with environmental, contractual, and project plan commitments. Provides expert technical advice and staff assistance to tribal governments, groups, and individuals in the field of Native American affairs and Reclamation activities relating to trust responsibility implementation and trust asset protection, ensuring that Native American assets are given full consideration as Reclamation carries out activities and programs.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the pecialized experience requirement - this information must be clearly supported in your resume. To qualify at the GS-15, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-14 level in federal service, having demonstrated experience managing and administering major complex water resources programs requiring technical knowledge of engineering, water operations, general administration, and environmental and related water resource issues and considerations inherent to a Federal water resource organization. Your resume must reflect this experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 06/04/2024.
