Temporary promotion will be for a period not-to-exceed one year, This temporary promotion may be extended without further competition; however it may not exceed a total of five (5) years.

Duties
Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work.
Manages short and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs.
Plays a key role in the development and implementation of program policies, plans, guidelines, proposals, processes, and recommendations on issues which cross functional lines.
Plans, coordinates, and oversees major initiatives or projects to develop and implement new systems and/or processes that may have Bureau/Department-wide use and implications.
Manages complex duties such as: implementation of program management; strategic and workforce planning; budget formulation and justification; financial analysis; programmatic internal controls, analytics, and reporting tools.
Plans, organizes, and oversees efforts aimed at improving the quality, effectiveness, and timeliness of program accomplishment. Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity as indicated by the following examples: management of a complex organization through subordinate supervisors through activities such as implementing organizational policy, program goals, and instructions fitting them to requirements and concerns while maintaining the overall mission of the organization; setting priorities and establishing strategies for implementing a vision which affects organizational-wide program(s)/project(s) at the key management level; and managing public lands planning, implementing, and administering natural resources programs in a multi-resource environment.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
