You will serve as the Director of Program Implementation, a supervisory position in the Illinois Division with the primary responsibility and authority to support the Division Administrator and Deputy Division Administrator in delivering the Federal-aid Highway Program in the State in accordance with all Federal laws and regulations. You will also provide on-site leadership of the day-to-day operations of the Illinois Division office.

Qualifications

To determine which grade(s) you may be eligible for, review the following grade specific details.  You will be asked a few questions as part of your application but make sure to verify how you meet this experience in your resume or you may be deemed ineligible.   For the GS-14: You qualify for this grade level if you have at least one year of specialized experience, equal or equivalent to the GS-13 grade level, which includes: Experience performing program management principles and practices relating to highway and surface transportation programs; AND Experience in providing program oversight and conducting process reviews and strategic planning, specifically, experience working with the Strategic Plan, Strategic Implementation Plan, Unit Plan, and program and risk assessment process. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Credibility - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise. Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Manage and Organize Information – Identifies a need, gathers, organizes, and maintains information; determines it importance and accuracy, and communicates it by a variety of methods.
