THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a PROGRAM MANAGER (VICE AIR COMMANDER) (TITLE 32), Position Description Number D1469P01 and is part of the IL 183 WG, National Guard.

Duties

As a PROGRAM MANAGER (VICE AIR COMMANDER) (TITLE 32), GS-0340-14, you will provide leadership and management of the flying unit, to provide manpower, equipment, and training in peacetime, in preparation to perform the wartime mission. Major Duties - This is NOT an all-inclusive list: Assist in determining unit goals which are the foundation for long- and short-range planning and execution of all unit programs and provide a focus for all unit functions and activities. Ensure goals coincide with national and state military strategies and local limitations. Consider factors such as current and future mission needs, political climate, environmental concerns, area demographics, and airfield and airspace operating conditions. Aid in developing the Base Land Use and Facilities Master Plan which is the key element in determining land and structure needs, facility siting, construction/modification, and future mission assignments. Ensure the development and implementation of a variety of federal, state and local programs to ensure mission effectiveness. In conjunction with the Air Commander, negotiate and approve host/tenant agreements, memoranda of understanding, joint use and inter service agreements, leases, and licenses with military and civil agencies who provide and receive support, share resources, and interoperate with the unit. Develop Resource Protection Plan which identifies high value/risk assets, evaluate potential threats, and set levels of protection. Ensure a functional base information systems plan which provides for equipment/data security, communications, data processing, and audio/visual services. Assure timely identification of potential fleet integrity problems and notification of concerned major commands. Assist the Air Commander in ensuring the formulation, presentation, justification, and execution of an allocated multi-million-dollar budget involving several major force elements and state funds. Serve on a broad range of committees and boards which formulate recommendations on policy, resource allocation, future planning, and provide feedback to leaders. Coordinate policies, plans, programs, and requirements at the senior leadership levels of the Air Force, Major Command, wartime gaining commands, National Guard Bureau, and the Adjutant General's Office. In conjunction with the Adjutant General's staff, and through subordinate staff members, plan, organize, direct, and control unit military and full-time personnel under several different personnel systems. Implement federal and state military and civilian Merit Promotion, Incentive Award, and Suggestion Programs. Ensure adequate training for all aspects of assigned tasks and maintain an effective leadership/career development program. Ensure personnel are trained and exercised in their wartime skills.

AREA OF CONSIDERATION: The area of consideration for this position, Title 32 Excepted Service (32 U.S. Code ? 709), will be in the following manner and sequence: The ONLY area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: Officer Only - Rank of Col (O6) is required. GENERAL EXPERIENCE: MUST possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-14 Level - MUST possess specialized experience which includes at least 36 months experience analyzing problems, identifying significant factors, gathering pertinent data, recognizing solutions, preparing reports, plans, policies and various correspondence; evaluating objectives and developing plans to facilitate the availability and effective utilization of various resources; knowledge of the organization, its mission and utilization of organizational staff procedures; experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. SUPERVISORY SPECIALIZED EXPERIENCE: GS-14 Level - In addition to the required Specialized Experience, must possess specialized experience which includes experience in managing the function of the work to be performed; experience leading, directing and assigning work of personnel. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
