Duties

This position Manages the Central Valley Project Improvement Act Division for the Bay-Delta Office (BDO), responsible for developing and aligning the long-term planning of activities within the Central Valley Project Improvement Act of 1992 (CVPIA) consistent with management direction and in coordination with other federal, state, and local efforts, and overseeing staff responsible for fund and implementation oversight of refuge deliveries and a broad range of restoration programs consistent with the requirements of CVPIA, and other provisions of federal Reclamation law. -Executes CVPIA objectives, goals, and priorities based on knowledge of federal Reclamation law, policies, directives and standards, delegations of authorities; mission and objectives of BDO; natural resources opportunities and constraints; applicable budgetary and funding allocations; and direction from BDO Management, Regional Office, and DC Office. -Articulates and promotes Department of the Interior and Bureau of Reclamation positions on numerous complex controversial issues, to the many affected entities involved in water resources development. -Oversees implementation of the habitat restoration program in the Central Valley, ensuring its use of best available decision support tools. -Develops long and short-term CVPIA budgets for review and approval by BDO Management and oversees reviews and tracking all funding CVPIA receives, obligates, and expends. -Identifies program priorities considering key resource needs, constraints, and competing interests. -Communicates with Federal and state agencies, Tribes, and local governments to develop interagency commitments to plans and programs which overlap into State and Federal jurisdiction and communicates initiatives with private organizations and partners as appropriate. -Serves as Reclamation's CVPIA Program Administrator, and subject matter expert overseeing the coordination and implementation activities of over 20 individual CVPIA actions. -Represents Reclamation in meetings, including public involvement meetings, policy and technical meetings, and committee meetings. -Addresses concerns and effectiveness of various programs by person-to-person relationships with key operating officials of the Office, region, and various contractor agencies. Manages stakeholder, tribal and public input processes designed to gather information about CVPIA planning and implementation. -Plans, schedules, assigns, sets, and adjusts short-term priorities for planning, office administration, fund and budget administration, workload planning, and planning projects within established resources and program requirements. -Allocates work assignments based on priorities, considering the difficulty and requirements of assignments versus the capabilities of the staff. -Reviews work products and recommends modifications to accomplish quality work products.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience utilizing project management practices and tools to simultaneously manage multiple complex and high risk projects related to water and power infrastructure; Managing complex projects (balancing scope, quality, schedule, budget, and risk) requiring the services of multiple disciplines (i.e. construction, design, environmental, cultural, lands, etc.) from project initiation phase through financial closeout; Interpreting multi-level customer needs and developing them into actionable requirements; Developing, managing, and balancing project plans, budgets, and schedules, including assessing risk and developing appropriate mitigation strategies; Managing multiple stakeholders by developing relationship and communication strategies; Applying procurement knowledge and experience to manage contracts supporting assigned projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 12/19/2024.
