You will serve as a LEAD ACCOUNTANT in the BUPERS FINANCIAL OPERATIONS BRANCH (PERS704), RESOURCES MANAGEMENT DIVISION (N10) of NAVY MILITARY PAY OPERATIONS AND ACCOUNTING.
Duties
You will provide Military Personnel, Navy and Reserve Pay, Navy pay accounting advice and assistance to supported organizations in the resolution of diverse, complex, or Military Personnel, Navy and Reserve Pay, Navy pay accounting problems.
You will analyze Military Personnel, Reserve Pay, pay programs, practices, and procedures related to controlling, validating, recording, and reporting accounting transactions affecting the asset, liability, revenue, expense, and budgetary accounts.
You will examine internal control systems and analyzes/evaluates effectiveness, adequacy, and interrelationships within/among segments of the system and other segments within the organization.
You will design, develop, test, evaluate, implement, review and maintain major segments of Military Personnel, Reserve Pay, pay accounting finance, and reporting systems to meet all applicable federal government requirements and needs of management.
You will perform special audits, studies, or reviews to determine reliability and accuracy of Military Personnel, Navy and Reserve Pay, Navy pay accounting reports and financial statements produced.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Evaluating accounting and reporting systems to meet federal government requirements for military pay; 2) Developing solutions to military pay accounting issues; 3) Coordinating with personnel on military pay accounting program; 4) Briefing management on military pay programs and operations. Applicants must possess a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24- semester-hour requirement of response option A, provided that (a) you successfully worked at the full[1]performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements).
