You will serve as an Accountant within the Office of the Chief Financial Officer. This position develops and delivers a robust training curriculum for the accounting staff and provides mentorship to several newly promoted leaders in the office. You will provide subject matter expertise to facilitate the completion of several projects within the Procure-to-Pay business process.

Duties

Provide expert guidance to the staff to execute functions in a manner that facilitates achievement of strategic objectives. Advise on proposed accounting policies, statutory and regulatory guidelines, and legislative proposals that impact operations and policy at the NASA Shared Services Center (NSSC)/Center/Agency level. Act as an expert on special projects, advising Center/Agency-level management on major accounting program issues. Advise on the entire range of accounting and financial matters, including internal control measures, and build consensus among key stake holders in terms of strategies and methodologies. Provide authoritative guidance in the resolution of complex and often times unprecedented problems/issues impacting NASA programs, including the financial reporting of programs and projects that may have national and/or international impact. Develop and conduct detailed training sessions for accounting personnel within the OCFO with emphasis on auditing, continuous monitoring program, NASA Policy, contractor cost reporting, and the US Standard General Ledger. Provide coaching and mentoring to newly promoted supervisors within the Office. Foster a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level Leading the development and implementation of initiatives within the procure to pay business process to improve processes and achieve efficiencies; Developing and conducting a detailed training program on accounting practices and policies across an organization, business area or Agency; and Applying Federal Accounting standards to a wide range of accounting functions, such as, cost accruals, capitalization of property, reimbursable funds, accounts payable/receivable, funds balance with treasury. Education

You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree.

You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing")
OR
Have a combination of education and experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
Your background must also include one of the following:
1. 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you has successfully worked at the full-performance level in
accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
