You will serve as a SUPERVISORY ACCOUNTANT in the Resource Management Division of NAVY MILITARY PAY OPERATIONS AND ACCOUNTING.

Duties

You will be responsible for recording and reporting accounting transactions for the $30+ billion MPN/RPN (Military Pay, Navy, Reserve Pay, Navy) appropriations. You will validate the accuracy and integrity of all the transactions that are reported Military Personnel account. You will be responsible for ensuring the reconciliation, gathering supporting documentation for the audit and researching unmatched Military Payroll transactions. You will coordinate with Financial Improvement and Audit Readiness (FIAR) branch the necessary support and response to support the Navy/DoD goals of achieving auditable financial statements. You will provide oversight to NP2 pay accounting, testing and implementation efforts. You will ensure reconciliations are accomplished between DFAS reporting (1002s), status of funds (SOF), and daily "Critbal." You will develop and brief members of the Senior Executive Service for Transformation related efforts.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring Accounting operations for appropriated funding (i.e., Military Payroll, military permanent change of station (PCS), subsistence in kind, and reimbursable programs) to ensure compliance with regulations; 2) Advising management on key program execution, accounting and financial matters; 3) Developing solutions to accounting and financial issues; and 4) Reporting on accounting transactions for appropriations to meet financial regulations. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess a degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR have a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background must also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements).
