About the Position: This position is for a Budget Analyst located in US ARMY ENGINEER DISTRICT, BUFFALO, PLANNING, PROGRAMS AND PROJ MGMT DIV, PROGRAMS AND PROJECT MANAGEMENT BR, STRATEGIC INTEGRATION OFFICE PROGRAM S, BUFFALO, NY 14202-3278, H5H4B32
Duties
Budget Analyst develops, coordinates, and manages assigned budgets.
Monitors budget and program execution using data from finance and accounting records, manpower utilization reports, budget estimates, and obligation documents.
Develops, coordinates, and submits for Budget Officer’s approval assigned annual budget which reflects total income and expenses for the fiscal year.
Makes continuing review and comparison of actual obligations and expenditures against program plans.
Analyzes and makes recommendations to the Senior Budget Analyst on assigned budget account rates based on workload, income, and expense projections.
Routinely reviews account balances and associated rates against income and rate targets.
Prepares or monitors preparation of required periodic and special reports.
Collaborates with other organizations (i.e., manpower control activity in Resource Management Office, Programs Management Branch, and technical elements) in forecasting and justifying requirements.
Provides budget and funding information on request to higher echelon.

Specialized Experience:
GS-09-I have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes performing statistical budget estimates, justification statements, and budget execution plans for essential programs and activities.
OR,
master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
