About the Position: This position is with the US Army Corps of Engineer, Buffalo District. The position is within the Resource Management Office Budget.
Duties
Develops, compiles, reviews, analyzes, and edits various budget estimates submitted by Support Office Chiefs and Facility Account Managers.
Develops and recommends usage of budgetary guidelines, policies, procedures, and regulations issued by higher authority.
Prepares district budgetary reports and schedules for higher authorities (i.e. status of funds, obligations and expenditures,
reimbursable work for others, work placement, etc.).
Monitors budgeted vs. actual expenditures of funds.
Monitors costs for District assigned program (i.e., travel, training, award, overtime).
Advises office chiefs and managers on the status and availability of funds and operating budgets.
Prepares Civil Works Automated Budget and supporting schedules for appropriations.
Responsible for oversight of budget formulation for all shops and facility work items.
Serves as financial analyst for the District Engineer and Resource Management Office.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent of this position is required to comply with Department of Defense and Department of the Army requirements for Financial Management Certification Level 2 and obtain certification within two years.

Specialized Experience: One year of specialized experience which includes development of complex budget and manpower plans; analyze budgetary and manpower guidance to determine the impacts on the organization; interpret Federal budgetary; manage financial resources and budget execution; and analyze data from financial management systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11 or above.
