Duties

If selected for this position, you will join a well-respected team in the Administrative Division Typical work assignments for this position will include: Planning, formulating, justifying, implementing and administering budget and financial management activities. Providing positive recommendations and alternative approaches to improve program plans, budget proposals, costs of operations, and program accomplishments. Preparing Operating Plan district budget estimates. Preparing budget justifications for recommended allocation levels, particularly deviations from initial office submissions. Planning work to be accomplished and setting priorities in financial management, procurement, and support services. Assigning work to others based on difficulty of assignments and staff capabilities. Reviewing work completed by others to ensure accuracy and efficiency. Providing technical advice and assistance to resolve problems referred by staff. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

In order to be considered for this position, you must meet the basic requirements described below. GS-13: To be eligible at the GS-13 level, you must meet have 1 year of specialized experience equivalent to at least next lower grade level. Specialized Experience is Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized Experience: One full year of specialized experience equivalent to the GS-12 level. Specialized experience is defined as Plans work to be accomplished by subordinates, sets goals and priorities, and prepares schedules for completion of work; reviewing work completed by others to ensure accuracy and efficiency; independently formulating, presenting, and executing short and long-range budgets; monitoring obligations, appropriating funds, and validating expenses; developing internal budget policies and procedures; preparing budget estimates and projections; prepares justifications for recommended allocation levels, to include deviations from initial office submissions; and serving as a budget advisor, explaining budget policies, and giving briefings to higher management. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
