The position is located in the Office of the Special Presidential Envoy for Hostage Affairs (SPEHA), Office of the Secretary (S), Department of State (DoS), Washington, DC. The incumbent functions as a Special Assistant and high-level adviser to the SPEHA on complex administrative and program issues including policy, planning, organization, management, administration, and evaluative matters of exceptional difficulty.
Duties
Advising the SPEHA on all matters associated with the strategic and operational policy and budget formulation to assure
sound management of financial, human, property, and equipment resources.
Establishing and maintaining relations with colleagues in other bureaus and offices with responsibility for legislative analysis and congressional relations.
Evaluating and reviewing SPEHA programs and activities for the purpose of decision making ; improving programs, policies or procedures of the
SPEHA office; and identifying where further enhancements are necessary.
Providing a broad program advisory and assistance services to program managers on improving their modes of management and on increasing the
effectiveness with which they implement the decisions of the SPEHA.
Requirements
- Incumbent will be subject to random drug testing.
- U.S. Citizenship is required.
- One year probationary period, unless excepted by regulation.
- Must be able to obtain and maintain a Top Secret security clearance.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
• Experience developing techniques suitable for evaluating programs and processes.• Experience conducting special studies and projects as requested.• Experience analyzing and improving programs, policies or procedures.• Experience collaborating closely with others to pull together comprehensive short-range and long-range plans.
There is no substitute of education for specialized experience for the GS-14 position.
