As a Program Analyst within Requirements Development and Management (RDM), Strategic Investment Management (SIM), the incumbent is responsible for assessing requests from Veterans Health Administration (VHA) customers that deal with enhancements to existing health information technology (IT) solutions, or the creation of new solutions. These requests support changes to business processes, policies, strategy, or legislation in order to meet VHA clinical and business needs.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-13. At the GS-12 grade level, the employee performs assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-13. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.

Major duties include, but not limited to:
Requirements Development:
Facilitates the initial assessment of new service requests for IT development projects and captures high level business needs necessary to determine acceptance of the request for further analysis.
Researches, and evaluates existing, new, and emerging functional and non-functional requirements related to the individual new service request, and determines the existence of related or existing projects, possible business risks, alternatives, and dependencies.
Coordinates, facilitates and documents virtual and face-to-face meetings with VHA business representatives to elicit and manage functional and non-functional requirements for IT development projects using a variety of techniques to encourage stakeholder engagement and involvement.
Develops business requirements that adhere to the business requirements management plan, the quality management plan, and change management policies as appropriate.
Requirements Management:
Responsible for supporting the RDM Director, Deputy Director, and Requirements Leads (Program Specialists) on RDM requirements activities.
Updates and maintains the RDM New Service Request Database (NSRD) and RDM SharePoint site to support business owner/customer communication.
Advises on operational changes and investments to improve the efficiency of VHA program deficiencies found through analysis.
Provides input on innovations designed to improve the RDM processes, utilization, and implementation of tools used in the support of requirements management.
Communication:
Provides recommendations concerning operational changes, program deficiencies, and project effectiveness in coordination with colleagues, business owners, and other stakeholders affected by issues related to VHA projects.
Undertakes special projects or assignments as needed, preparing briefing documents for presentation to all staff members or other stakeholders as requested in a virtual or face-to-face environment.
Prepares briefings, acting as a representative of SIM in decision making reviews and will use trend analysis and other quantitative and qualitative techniques to support analysis of findings and recommendations to management.
Resource Management:
Collaborates with contracted analysts in the processing of new service requests and provides guidance and expertise in the development of requirements as outlined in the Requirements Management Plan and the Quality Management Plan.
Provides evaluative input to the Director, Deputy Director, and Program Specialist as appropriate, on the day to day performance of contractor work activities, plans, and progress reports, while monitoring the quality of their deliverables to ensure compliance with their performance work statements.
Work Schedule: Monday - Friday - 8:00AM 4:30PM

Qualifications
Specialized Experience: Must possess one-year specialized experience at least at the GS-11 level? The Specialized Experience for the GS-12 position includes assisting in the following areas: developing healthcare business requirements, managing the business and functional requirements of technology projects, facilitating the initial assessment of new service requests for future analysis, soliciting subject matter experts, researching, and evaluating requirements, working on operational changes and investments to improve the efficiency of healthcare program deficiencies found through analysis, working on operational changes and investments to improve the efficiency of healthcare program deficiencies found through analysis, contributing to the development and implementation of plans, policies, standards, infrastructures, and architectures that alternatives, and dependencies to establish the framework for the assigned projects within the program, facilitating research and analysis of new and/or improved business practices in healthcare programs or operations.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although slight physical effort may be required. This position may require extended hours to meet program and RDM deadlines. The work is performed in an adequately lighted, heated, and ventilated office environment and may require occasional travel.
