About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.
Duties
Analyze automation problems and recommend solution for implementation.
Develop procedures to incorporate changes to structure of accounts, workflow, input formats and reporting requirements.
Provide advice on the development and maintenance of financial management systems.
Ensure that the systems structure is correct, and accounts are at the appropriate unit and permission levels.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Level 2 DOD Financial Management Certification within 24 months from the date of employment.
- This is a Term position scheduled to last NTE 4 years. A term position may be extended to a maximum of five years depending upon the needs of management.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-09 Specialized Experience: One year of specialized experience which includes: 1) Maintaining financial records utilizing automated financial systems; 2) Researching financial systems policy and/or procedures; AND 3) Assisting with maintaining financial systems such as, Defense Civilian Payroll System (DCPS), Defense Travel System and Automated Time (DTS), Attendance and Production System (ATAAPS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Computer Science or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
GS-11 Specialized Experience: One year of specialized experience which includes: 1) Maintaining financial records utilizing automated accounting systems; 2) Evaluate work-flow methods and/or procedures to determine if changes are needed; 3) Developing financial management systems; and 4) Advising management/organization on financial systems policy and/or procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Computer Science or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-09 position must have 52 weeks at the next lower grade level of GS-07. For the GS-11 must have 52 weeks at the next lower grade level of GS-09.
Education
