About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America.
Duties
Serves as principal advisor and technical expert to the commander and key staff members on financial management activities.
Provides oversight regarding fiscal policy and law, Program Objective Memorandum (POM) input, risk analysis, Internal Management Controls, civilian pay issues, installation bank and credit union activities, and budget and program matters.
As technical advisor to the Deputy to the Garrison Commander, recommends policies, plans and courses of action affecting Garrison resource management functions.
Identifies and evaluates current and long-range program requirements, develops overall and fiscal year program plans and program emphasis, and conducts actual programming, or approving programming proposed by subordinates.
Develops and recommends financial and management analysis policies to the commander of higher echelon as appropriate.
Provides leadership, direction, and coordination of Garrison resource management programs and activities.
Provides oversight for design and monitoring the implementation of integrated automated management information system(s) that include budgetary/accounting, costing, travel, programming, budgeting, and manpower management information.
Serves as Garrison point of contact for coordination of concerns and/or problems with Defense Finance Accounting System. Serves as Garrison certifying officer for year-end funds as well as prior year funding adjustments.
Through subordinate supervisors assigns, directs, and evaluates work of the subordinate organizational elements.
Hears and resolves employee complaints and refers the more serious unresolved cases to the next appropriate level.
Interviews candidates for key supervisory positions and makes selections.
Assures reasonable equity of performance standards and rating techniques developed by subordinates or assures comparable equity in the assessment by subordinates of the adequacy of contractor capabilities or of contractor completed work.
Responsible for negotiating Inter/Intra Service Support Agreements (ISSAs).
Directs a program that is designed to promote effective, efficient, economical, financial, and manpower management of the installation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position is supervisory. A one year supervisory probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is a Financial Management Certified Level 3 position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army certification requirements within 2 years of appointment.
- This position requires pre-employment financial disclosure, OGE Form 450, and annually thereafter in accordance with DoD Directive 5500-7-R.

Specialized Experience: One year of specialized experience which includes (1) experience with budget/resource management functions such as coordinating the implementation of budgetary or financial management program of an organization; AND (2) analyzing budget or financial program data to develop annual/multi-year budget estimates for assigned programs/activities; (3) identifying, analyzing and resolving a wide range of resource management issues in relation to internal operating budget, finance, and/or program management; (4) interpreting and applying laws, regulations, policies, standards, or procedures to specific financial issues; (5) directing and evaluating the work of subordinates or leading, directing and/or integrating various Resource Management programs.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 above).
