The Division of Personnel Security (DPS) within the Office of Defensive Counterintelligence & Personnel Security, ensures a secure and reliable staff at the National Institutes of Health; screens and evaluates employment applications to ascertain the suitability of federal employees, contractors, and affiliates; verifies, identities, and processes background checks to maintain a safe work environment.
Duties
If selected for this position as a Director, Division of Personnel Security (DPS) Official Title: Supervisory Security Spec GS-0080-14 your duties may include, but are not limited to the following:
As the Director of DPS, the incumbent is responsible for the development, implementation, and ongoing management of the comprehensive personnel security function for all NIH. This includes conceiving, planning, developing, implementing, and overseeing all responsibilities under the purview of the DPS.
Sets the strategic direction for the Division and determines the necessary goals, objectives, and initiatives to achieve the strategic direction and oversees the development of the plans to implement these;
Assesses, develops, implements, and manages the Division's programs and services to ensure they are supportive of ORS and NIH goals, priorities, and practices and meeting all the needs of NIH;
Evaluates staff and organizational efficiency and effectiveness in accomplishing assigned goals and tasks and troubleshoots issues that arise in accomplishing the goals and objectives of the Division;
Develops, analyzes, evaluates, advises on, and improves the effectiveness of work methods and procedures, resource utilization, distribution of work assignments, delegations of authority, risk management, quality control, information and documentation systems, and similar functions of management for the programs managed;
Identifies, develops, and implements new programs and initiatives to meet the needs of NIH, ORS, and its employees;
Manages resources and identifies and justifies needs for additional resources or redeploys resources in new ways to meet the needs of the Division, the mission and objectives of ORS, and the needs of all of NIH;
Identifies, implements, and evaluates cost-saving initiatives;
Analyzes, develops, and writes documents including special reports, position papers, proposals, justifications, and memoranda on numerous subjects dealing with various personnel security issues that impact NIH;
Fosters a culture that supports diversity, equity, inclusion and accessibility;
Represents the ORS on personnel security issues and activities to NIH leadership, managers, employees, applicants, and others as well as other Federal agencies; and
Serves as DPS Risk Manager and implements Enterprise Risk Management practices within DPS; identifies and manages risks within functional area and ensures compliance with applicable laws, regulations, and policies
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
- Males born after December 31, 1959 must be registered with the Selective Service.
- Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
- If selected, the incumbent must be able to obtain and maintain a TOP Secret National Security Clearance.
- This is a Testing Designated Position. Incumbent must submit to and successfully pass a urinalysis drug screening prior to the appointment.
- The Incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.
- This position requires the incumbent to complete a Confidential Financial Disclosure Report, OGE Form 450 to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency.
Qualifications
You qualify at the GS-14 level, if you meet the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) identifying and implementing cost-saving initiatives for a personnel security program; 2) providing guidance to management officials and program staff on regulations, policies, procedures, and requirements for personnel security access control program; 3) identifying and developing new personnel security programs; and 4) supervising and directing subordinate staff in carrying out work programs and activities.
