DPSAC is responsible for the implementation of the NIH HSPD-12 Program Office and has delegated authority through the OPM to implement NIH's Suitability Program. DPSAC's mission is to ensure the NIH workforce is comprised of suitable federal employees, contractors, and affiliates who promote the efficiency and integrity of the NIH Mission and Service.
Duties
Directs the implementation of management of the NIH HSPD-12 Program.
Oversees the HSPD-12 Program Management Office (PMO) providing NIH-wide policy and guidance for the implementation of HSPD-12, NIST FIPS-201-3, Office of Management and Budget (OMB) M-19-17, and OMB 11-11 as well as related directives.
Provides oversight of NIH access management services in coordination with the NIH Division of Physical Security Management (DPSM) PACS system owner.
Maintains requisite and recommended training for this role; assists in monitoring ongoing procurement activities; and ensures that staff maintains appropriate records and prepares requisite reports.
Serves as the Contracting Officer Representative (COR) for the 9 Badge Administrators and 2 Division of Police Security Assistants.
Oversees NIH HSPD-12 equipment inventory and ensures coordination with DPSAC contract project managers.
Coordinates PCIF audits of NIH PCIFs at regular intervals, at a minimum of once a year at all NIH PCIF locations.
Manages access to HHS Smart Card Management System/HHS Identity Portal and NIH’s Credentialing Workstations, Enrollment Workstations, and Issuance Workstations
Provides oversight of systems operations, configuration management, and integration with NIH and HHS HSPD-12 systems/applications.
Assures conformance to HSPD-12 and NIST policies, guidance, and special publications and FIPS 201 and 800-63 governing the issuance, life cycle management, and revocation of Personal Identity Verification (PIV) smartcards.
Coordinates with DPSAC leadership to ensure conformance to Office of Personnel Management (OPM) Suitability and Credentialing Executive Agent.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
- Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
- Males born after December 31, 1959 must be registered with the Selective Service.
- Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
- The incumbent is required to obtain and maintain a valid driving license for passenger vehicles in order to perform the assigned work.
- The incumbent must be able to obtain and maintain a TOP Secret Security Clearance.
- Pre-employment and/or random drug and alcohol testing is required for this position.
- Incumbent will be required to complete a Confidential Financial Disclosure Report, OGE Form 450 to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency.
Qualifications
You qualify at the GS-12 level, if you meet the following qualification requirement:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-[XX] level in the Federal service obtained in either the private or public sector, performing the following types of tasks: directing and implementing a Homeland Security Presidential Directives HSPD-12 program; managing a credentialing system such as PIV/CAC badge system; and overseeing HSPD-12 equipment inventory.
