Office of Research Services (ORS) is seeking a dynamic and dedicated leader to play a pivotal role in the security and safety of the people and facilities of NIH. As the leader, you will have the opportunity to manage a talented team of first responders, and emergency and physical management planners to contribute to the mission of the NIH. This positions official title is Supervisory Security Specialist with the National Institutes of Health.

Duties

If selected for this position as a GS-0080-15 Associate Director for Emergency Planning, Protection, and Responseyour duties may include, but are not limited to the following: Providing executive leadership in the initiation and implementation of current and new customer-focused security, protection, crime prevention, and emergency management programs/initiatives. This involves determining funding and manpower requirements; designing and implementing marketing strategies; evaluating and analyzing the effectiveness and impact on ORS and NIH operations; anticipating potential problems; and pursuing alternative course(s) of action if needed. Providing executive leadership and oversight to staff responsible for conceiving, planning, developing, implementing, and evaluating all protection, security, and emergency response programs including physical security, hospital security, parking and traffic control, law enforcement, criminal investigations, emergency preparedness, fire/rescue services, and administration of justice, which collectively serve to create and maintain a safe and secure environment for all NIH employees, patients, contractors, visitors, and the public, as well as the physical plant, property, and research resources. Developing, analyzing, evaluating, advising on, and improving the effectiveness of work methods and procedures, resource utilization, distribution of work assignments, delegations of authority, risk management, quality control, information and documentation systems, and similar functions of management. Managing significant resources and identifying and justifying needs for additional resources or redeploying resources in new ways to meet the needs of the Office and the mission and objectives of ORS as well as implementing and evaluating cost saving initiatives. Performs the full range of supervisory duties and responsibilities including planning and assigning work and evaluating work performance and training needs of subordinates. Additionally, the incumbent ensures that the ORS's strategic plan, mission, vision, and values are communicated to the staff and integrated into the staff's strategies, goals, objectives, work plans, and work products and services. The incumbent also identifies and implements ways to improve production and increase the quality of the work supervised and identifies the resources needed to perform the work.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.
  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
  • If selected, you must be able to obtain and maintain a Top Secret Sensitive Compartmentalized Information (TS-SCI) security clearance.
  • This is a Testing Designated Position. Incumbent must submit to and successfully pass a urinalysis drug screening prior to appointment.
  • The Incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.
  • If selected, you will be required to complete a Confidential Financial Disclosure Report, OGE Form 450 to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with the agency.

Qualifications

You qualify at the GS-15 level, if you meet the following qualification requirement: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) directing a security program responsible for areas such as; protection of personnel, crime prevention, and emergency management; 2) determining funding and staffing requirements of an organization; 3) developing initiatives and disseminating policies and guidance for a security program; 4) evaluating and analyzing the effectiveness and impact of security operations, in order to anticipate potential problems, and pursue alternative course of action; and 5) supervising and directing subordinate staff in carrying out work security programs and activities. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
