This position is located in the Bureau of Land Management, Burns District Office in Hines, OR. The purpose of this position is to oversee all operational aspects of the Wild Horse and Burro program. This position is open to Bureau of Land Management current permanent employees on a competitive appointment and employees that meet Land Management Authority.

Duties

The purpose of this position is to oversee all operational aspects of the Wild Horse and Burro (WH&B) program for the Burns District, as well as administering operations of the overall Oregon/Washington WH&B program in conjunction with the State Office WH&B Lead, in a manner consistent with Public Law 92-195 (Wild Free-Roaming Horses and Burros Act of 1971). The incumbent provides technical expertise and supervision within the Burns District for management, survey, and monitoring of Wild Horses and Burros (WH&Bs) and their habitat in a manner consistent with sound land use planning, multiple use management, and the resource management objectives set forth in the District's Resource Management Plans (RMPs) and Herd Management Area Plans (HMAPs). This position also provides technical expertise to the State Office for all on- and off-range WH&B management. The duties of this position require an interdisciplinary approach relative to planning and full coordination, conflict resolution communication, and cooperation with other resource programs within each resource area, as well as a wide variety of affected interests.

  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • The incumbent must obtain and maintain certification as a Level II Contracting Officer Representative (COR).
  • The incumbent is required to be on call for emergency situations involving wild horses and burros in distress.

Qualifications

In order to qualify, you must meet BASIC Requirement *AND* ADDITIONAL Requirement described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. BASIC Requirement for the 0401 series: A. Education: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (NOTE: You must submit a copy of your transcripts as proof of any claimed education.) OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (NOTE: You must submit a copy of your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience.) *AND* ADDITIONAL REQUIREMENT: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience described below: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sector) performing 3 or more of the following: (1) providing technical advice or direction for the management, survey, and/or monitoring of wild horses and burros and their habitat; (2) setting management levels for multiple herd management areas; (3) coordinating operational aspects of a wild horse and burro program; (4) devising strategies to overcome wild horse and burro related issues; (5) planning or monitoring herd management areas, population census, fertility control, and/or gathers of wild horse and burros. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). OTHER SIGNIFICANT FACTS: The incumbent must obtain and maintain current certification to use Bureau of Land Management (BLM) owned firearms in the performance of official duties, in accordance with established procedures, for the duration of the appointment for this position. The incumbent is subject to the Lautenberg Amendment as a condition of employment. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. The incumbent must possess and maintain a valid State Driver's License with appropriate endorsements to operate government-owned vehicles (sedans, light duty and heavy-duty pick-up trucks with flatbeds and/or trailers, and tractors) which are used to transport supplies/equipment and/or transport wild horses and burros. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

There is no substitution of education for experience at the grade level(s) of this announcement.
