This position is located in BLM Oregon State Office, Burns District. The primary purpose is to analyze and interpret Wild Horse & Burro (WH&B) policy and related manual guidance to develop responses to District Office, State Office, and Headquarters request for technical and professional assistance.

Duties

Major duties include, but are not limited to: Providing technical assistance to Field and District Office Managers on a wild horse and burro programs; coordinating work efforts with district/field office personnel, other federal and state agencies, and interest groups outside of the organization; and providing Wild Horse and Burro (WH&B) population, ecological, genetic, behavioral, and habitat information and management recommendations for inclusion into planning documents. Serving as an interdisciplinary team leader on WH&B National Environmental Policy Act (NEPA) documents, ensuring all applicable resource information and concerns are addressed during the evaluation process; and coordinating work with district and field office specialists to ensure all required clearances and documentation are completed prior to planning and project implementation. Collecting/interpreting program specific and interdisciplinary studies; and preparing, designing, analyzing, and implementing documents involving management actions to ensure plant and animal diversity comply with federal laws and multiple use management actions. Analyzing demographic, genetic, behavioral, population, vegetation, water quantity/quality, and habitat data to insure a viable population that is compatible with other resources. Preparing monitoring plans to ensure the collection of data; coordinating with other disciplines (e.g., range, wildlife, etc.), to ensure an integrated, cost-effective data gathering effort; developing plans detailing desired objectives and specific management actions to meet objectives and addressing the genetic consequences of managing populations at specific levels. Planning and designing Wild Horse & Burro (WH&B) habitat improvements and vegetative treatments that meet program goals, multiple-use constraints/objectives; and formulating habitat improvement projects for inclusion into Annual Work Plans (AWPs). Preparing project check lists, cooperative agreements, benefit cost ratios, environmental assessments, and National Environmental Policy Act (NEPA) documents; and conducting public meetings with special interest groups, the media, humane groups, grazing permittees, local law enforcement agencies, and federal/state agencies.

  • A valid State Drivers License is required to operate vehicles (sedans, pick-up trucks, and tractors), light and heavy-duty pick-up trucks with flatbeds and/or trailers to transport supplies and equipment, and/or wild horses and burros.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. Basic Requirement, General Natural Resources Management and Biological Sciences Series, GS-0401: Possess a bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, ore related disciplines appropriate to the position. OR Have a combination of education and experience -- Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting at least one of the Basic Requirements listed above, applicants must have specialized experience and/or education to meet one of the minimum qualifications described below: Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Conducting wild horse capturing techniques, including but not limited to bait trapping, water trapping, drive trapping, roping, darting, etc.; (2) Utilizing a variety of care and handling techniques for wild horses including vaccinations, administration of Porcine Zona Pellucida (PZP), treatment of wounds or injuries, or other responses to animal health and welfare; (3) Conducting ground-based vegetation monitoring using a variety of sampling techniques including, line and point intercept methods, Daubenmire plots, photo points, or similar methods; (4) Compiling multi-faceted agreements utilizing a variety of rules, laws or regulations such as the National Environmental Policy Act (NEPA) to prepare NEPA documents; and (5) Interpreting multi-faceted resource management actions for program implementation. OR Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
