This position serves as a Natural Resources Specialist in the Andrew Steens Field Office, Burns District, in Hines, Oregon. Duties will be developmental in nature when filled below the full performance level. Promotion to the full performance level is neither guaranteed nor implied and will be based solely on your ability to satisfactorily perform the work of the position, existing work at the higher grade level, and recommendation by the position's supervisor.

Duties

As the Natural Resources Specialist, At the GS-07 level: The position is considered to be an advanced trainee. Major duties include: assisting in preparation, evaluation and conducting biological analysis of public rangeland/riparian projects; participates in monitoring and surveying activities that may impact sensitive shrub, riparian, and pasture-lands, and evaluates and reports any change in status of the area. At the GS-09 level: The position is responsible for assisting in preparing, evaluating and conducting biological analysis of public managed riparian and rangelands. Major duties include: development of consideration plans, review of range permit applications to ensure compliance with appropriate federal law; ensuring impacts to rangeland/riparian ecosystems are properly mitigated; conducts related monitoring studies and determine need for changes in management; provides basic input to interdisciplinary reports, environmental assessments, and protective stipulations for rangeland/riparian ecosystems; develops, implements and maintains resource management plans for the Field/District Office. At the GS-11 level: This position is a journeyman-level rangeland/riparian resource consultant and advisor to the Field and/or District management team, land users, and interested publics. The specialist acts as the principal contact and negotiator for multiple use management within the field office. The NRS reviews NEPA documents to ensure compliance with appropriate federal law. The position must ensure that impacts to the riparian, range, and grassland ecosystem are properly mitigated. The specialist serves as a specialist for development and revision of allotment management plans, author of NEPA analysis related to riparian management, soils, vegetation, and watershed function. The position provides input to interdisciplinary reports, environmental assessments, and protective stipulations for riparian, rangeland and grass-like ecosystems.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. You must meet the BASIC Requirement AND meet the ADDITIONAL Requirement in order to qualify for this position. BASIC REQUIREMENT: 1. Education: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR 2. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. NOTE: You must submit a copy of your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience. AND ADDITIONAL REQUIREMENT: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying. GS-07: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in the private or public sector) performing the following: (1) research, collect, verify, interpret, and analyze a variety of directions, regulations, and information regarding natural resource management; (2) independently write routine technical reports, presentations, and evaluations; (3) utilize Global Positioning Systems and Geographic Information Sytems; and (4) apply concepts related to ecosystem management including natural resources management, wildlife biology, botany, range resources, and riparian management. OR B. Education: Successful completion at least 1 year of progressively higher-level graduate education in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. This education must demonstrate possession of the knowledges, skills and abilities to perform the work of this position. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR C. Superior Academic Achievement (SAA): Have completed a bachelor's degree with major study in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, and meets eligibility under the Superior Academic Achievement (SAA) provision. S.A.A. is based on (1) Class standing-applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average-applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9. NOTE: You must submit a copy of your transcripts as proof of any claimed education. OR D. Combination: Successful completion of a combination of education and experience. To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your education as a percentage of the requirement listed in B above; then add the two percentages. The total must equal at least 100 percent to qualify. NOTE: You must submit a copy of your transcripts as proof of any claimed education. GS-09: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sector) performing the following: (1) identify and resolve conventional natural resource management problems; (2) gather, analyze, and interpret environmental or natural resources data to prepare recommendations for management action; (3) provide input to the annual work plan and/or project budget processes regarding natural resource programs ; and (4) apply natural resource regulations and laws such as National Environmental Policy Act, Endangered Species Act, the Federal Land Policy and Management Act, and the Taylor Grazing Act. OR B. Education: Successful completion of at least 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, in a field that demonstrates the knowledge, skills, and abilities required to conduct the work of this position such as biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR C. Combination: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). GS-11: A. Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) develop landscape plans and advise on the effects of other programs on natural resources.; (2) apply natural resources and multiple use land management concepts goals, and objectives to large development projects on public lands; (3) work with local, regional, and national conservation organizations to implement habitat improvements or monitoring on public lands ; and (4) analyze and evaluate diverse environmental conditions and proposed natural resources management actions for conformance with standards and compliance with regulatory requirements and appropriate federal law. OR B. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Note: You must attach a copy of your transcripts.) OR C. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

CONTINUED FROM QUALIFICATIONS:

Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
