This position serves as Supervisory IT Cybersecurity Specialist in the Office of the Chief Information Officer (OClO). This position is outside the bargaining unit.
Duties
Major duties include, but are not limited to:
Serve as the Section Chief and IT security and cybersecurity specialist for information security policies, standards, directives, and guidance and supports the overall Cybersecurity Directorate operations.
Oversee Enterprise Shared Services (ESS) agency systems, manages Information System Security Officer (ISSO) and supports cybersecurity activities.
Engage system owners (SOs) and provides cybersecurity technical guidance serving as Subject Matter Expert (SME), ensures SOs are aware of designated systems security posture.
Manage cybersecurity data calls and ensures timely submission.
Communicate the value of IT security throughout all levels of the organization stakeholders.
Provide leadership and direction to a team of cybersecurity professionals, including Information System Security Officers (ISSOs) and support staff, ensuring alignment with the agency's goals and objectives.
Perform other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
- Subject to financial disclosure requirements.
- Requires a supervisory probationary period if the requirement has not been met.
Qualifications
Applicants must have IT-related experience demonstrating each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, Gs-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-14 includes:
Experience managing, implementing, and maintaining enterprise cloud services and cloud applications across an enterprise.
Experience applying Advanced knowledge of analyzing vulnerability scan results, coordinating remediation actions, and ensuring secure deployment of IT applications and systems.
Experience establishing In-depth knowledge of security governance processes, including developing, reviewing, and implementing agency-wide security policies, procedures, and standards to ensure compliance with mandates.
