The primary purpose of this position is to manage and direct the AFMC Weapons Systems Security and Physical Security Protection (WSS/PSP) programs. To serve as the command security specialist for antiterrorism fusion cell-related physical and operations security policy and accomplishing command wide security forces management and development of antiterrorism policy, projects, and studies which cross AFMC Centers, MAJCOM, AF, and DoD lines.

Duties

Plans, organizes, and oversees the Antiterrorism, physical security, integrated defense (to include the Integrated Base Defense Security Systems (IBDSS) program), Counter-small Unmanned Aircraft Systems (C-sUAS), and CARM (when required) activities of AFMC/USSF Security Forces, ensuring that the office complies with legal and regulatory requirements and meets Air Force Material Command needs. Develops goals and objectives that integrate manpower and organization office objectives with the Planning, Programming, and Budgeting Systems (PPBS), and Command objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the command staff and subordinate SF organizations falling under AFMC/USSF control as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvement or in response to concerns with regulatory compliance and/or customer requirements. Provides supervisor and staff with direction and advice regarding manpower policies, procedures, and guidelines. Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Directs staff assistance visit (SAV) activities, program reviews, and higher headquarter directed assessments for subordinate units. Reviews training recommended by subordinate units to assure it is proper and promotes effective operation of the organization. Establishes metrics and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures. Meets with key customers and coordinating officials to assess customer satisfaction, explain policies and procedures, and resolve problems that arise. Identifies and implements/recommends improvement processes to meet customer requirements.

  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall i.e., Crisis Action Team (CAT) and/or the Continuity of Operations (COOP) activities.
  • Incumbent may be required to report to work during base exercises, contingencies, or emergency situations and overtime/comp time/credit hours may be required to accomplish assigned duties.
  • This position requires a DoD Security Certification. The Physical Security Certification conferral is required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in providing assistance with or independently advise, supervise, manage, direct, implement and otherwise administer specific activities and functions of a security program; assist with providing guidance and direction regarding a multitude of security requirements, interpreting higher level directives, and developing local supplements. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert Knowledge of Presidential Decision Directives, Executive Orders, United States Codes, Direction, National Security Agency Policies, Central Intelligence Directives (DCIDs), DoD, HQ USAF, and MAJCOM security policies relating to protection of Air Force Systems. 2. Expert knowledge of wide range of security systems, concepts, principles and practices. Knowledge of industrial, information, Personnel Security, Tactical Deception, OPSEC, Program Protection, Force Protection, Physical Security, and Special Access efforts. 3. Expert knowledge of Integrated Base Defense Security Systems (IBDSS), Counter-small Unmanned Aircraft Systems (C-sUAS), Directed Energy Systems, Counter Rocket Artillery Mortar (C-RAM), and Installation Access Control Point (IACP) programs and processes. 4. Knowledge of the investigation processes and procedures of suspected security incidents and violations. 5. Expert knowledge of analytical methods of determining and evaluating threats to integrated Base Defense programs. 6. Ability to effectively write and orally communicate security information to various audiences at the executive level. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
