Duties

- Plans, organizes, and directs the activities of the NASIC Information Security and Operations Division ensuring compliance with legal and regulatory requirements and meets customer needs. - Exercises supervisory personnel management responsibilities. - As a NASIC Information and Operations Security expert, protects the Center from espionage, terrorism, and threats of unauthorized disclosure and/or compromise of information or material considered vital to enterprise mission interests, national defense or national security. - Makes Personnel security risk assessments and risk management/mitigation strategies/recommendations based on intelligence-derived threat issues that require deviations from or synthesis of policies that can have national implications.

  • Incumbent may be subject to psychological screening/polygraph testing as an inherent primary requirement of their position.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of Federal, DoD, Air Force and other applicable laws, regulations, principles, procedures, practices, techniques and requirements regarding physical security, information security, operations security, personnel security, SCI, special access programs, classification/declassification and all other aspects of security related to the accomplishment of a classified mission. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of Federal, DoD, Air Force and other applicable laws, regulations, principles, procedures, practices, techniques and requirements regarding physical security, information security, operations security, personnel security, SCI, special access programs, classification/declassification and all other aspects of security related to the accomplishment of a classified mission. 2. Knowledge of a wide range of advanced concepts, principles, criteria, requirements, technology, practices, and procedures involved in security. 3. Knowledge of safety regulations and security program interrelationships to coordinate the objectives and plans for a variety of specialized programs to support and promote information sharing and strategies. 4. Broad knowledge of agency, AF, DoD, and security program laws, regulations, policies, guidelines, requirements, and initiatives to assist in operate security programs. 5. Skill in the use of analytical principles, practices, and techniques to review, evaluate, and apply several alternatives according to the security requirements for highly specific situations, availability of materials, relationships with other protective programs, and cost/benefit considerations applying sound judgment and experience. 6. Ability to plan, organize, and direct the functions and staff of a division in a small to medium sized organization; and establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission; ability to communicate orally and in writing; and plan, organize, and direct assigned functions and staff; ability to function and lead a security function in a complex and high-demand environment, to include developing/instituting policies and procedures, providing clear and effective direction to subordinates, up-channeling vital information to decision makers, delegating tasks, evaluating and correcting deficiencies and integrating security practices into operations and activities. CONDITIONS OF EMPLOYMENT CONTINUED: This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examinations and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions, including demotion or removal. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Department of Defense Security Fundamentals Professional Certification and Security Program Integration Professional Certification conferrals are required within two years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AAA) or their delegated security career field representative. This certification requirement only applies to employees hired onto this position on or after 14 March 2016. Incumbent/employees assigned on or before 13 March 2016 are not required to obtain the DoD certification(s) listed above. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
