This position is located in the Department of Housing and Urban Development, Office of Administration, Office of the Chief Administrative Officer, Office of Disaster Management and National Security. Duties

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a/an Physical Security Specialist, you will: Reviews, analyzes, studies, and develops policies and procedures for Headquarters and field offices in conducting physical security inspections, surveys, and evaluations of Departmental activities and facilities to ensure the protection of personnel, property and buildings. Coordinates and implements policies concerning the compliance with Interagency Security Committee (ISC) standards and aid in the protection of lives and the security of property at all locations under the charge and control of the Department of HUD. Conducts analysis of security operations in Headquarters, including satellite offices and continuity sites as well as in the field to aid in the protection of personnel, property and buildings. Prepares written reports. Reviews and comments on issues and procedures related to security systems, audit reports, and written recommendations for needed changes and improvements. Research, compiles, and summarizes information and/or documents in response to special project assignments and reports. Develops long-range security systems and program plans. Plans and organizes projects, estimating costs, coordinating required actions by establishing and maintaining liaison with technical staff, contractors and line management personnel. Serves as central point of contact and exchange of information for security officers, visitors, and employees relative to security problems affecting an assigned area and provides advice and guidance on security to Headquarters contract guard services. Performs specific duties that relate to physical security in the HUD Headquarters and field offices. Monitors and provides technical support on the administration of security related contracts supporting the Department. Serves as liaison with Federal Protective Service (FPS) for security guard services to monitor, evaluate and assess the requirements of contracts for the Department.

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-12 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing physical security administration work that involves leading projects or a major part of a project or conducting research for physical security projects and upgrades to access control, intrusion detection and/or facilities security design to safeguard personnel, facilities, materials, and documents. Examples of such experience could include: Working with alarm systems, access control methods to identify problems and develop solutions and comply with emergency response procedures; OR Reviewing completed physical security surveys and assessments, making corrections/adjustments when necessary, and making recommendations from these; OR Finalizing and presenting physical security procedures and policies and providing instruction regarding physical security techniques and developing and implementing plans and solutions. For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility at the GS-11 level in the Federal service or equivalent, which have equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes experience performing physical security administration work that involves, on own initiative, providing guidance and recommendations regarding access control systems, policies, programs, and training in order to safeguard personnel, facilities, materials, and documents. Examples of such experience could include: Working with alarm systems, access control methods and emergency response procedures; OR Conducting physical security surveys and assessments, and making recommendations from these; OR Investigating security problems and developing alternative solutions; OR Researching and analyzing physical security techniques, identifying problems, gathering information and developing and implementing plans and solutions; OR Drafting and presenting physical security procedures and policies. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
