You will serve as a SUPERVISORY PROGRAM MANAGER in the COMMAND AND STAFF (N04C) DIVISION of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will monitor program execution to ensure fulfillment of objectives (e.g., technical, cost, schedule, performance). You will establish goals, structures and processes to direct and guide programs, projects and policy development. You will coordinate with customers and business financial managers to ensure program funding requirements are met. You will advise casualty operations managers on statutory and congressional interest cases You will interpret administrative policies, guidelines, management theories and practices to plan programmatic operations. You will direct the action and coordinate the activities of cross-functional teams to achieve program goals and milestones. You will manage a team to achieve program technical, cost and schedule objectives.

Requirements

  • Must be determined suitable for federal employment.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting subordinate directorates and departments in the development of their goals and objectives; 2) Working with headquarters and command staff on budget formulation and other financial matters; 3) Developing new methods and procedures to measure program accomplishments for command's mission.
