The primary purpose of this position is to plan air transportation services and systems responsible for processing, planning, analyzing, and coordinating US Transportation Command (USTRANSCOM)-validated Special Assignment Airlift Mission (SAAM) requirements supporting the President, JCS, DoD, and non-DoD agencies.
Duties
Responsible for planning, analyzing, coordinating, and processing USTRANSCOM-validated organic and commercial SAAM requirements supporting the President, JCS, DoD, and non-DoD agencies.
Coordinates airlift aircraft and aircrew requirements with SAAM customers, airfield managers, military base/commercial airfield supporting agencies, and airlift control elements as required by the mission's nature and magnitude.
Develops complex detailed concepts of operations (CONOPs) for distinguished visitor/high-visibility air transportation operations missions.
Monitors and manages SAAMs while in execution acting as the primary focal point among the aircrew, ground stations, the 618 AOC (TACC)/XOZ Senior Director, and other TACC organizations in the TACC Execution Cell.
Instrumental for air transportation operations procedural matters in advising senior management decision makers on complex strategic and combat delivery airlift operations issues.

- Prior rated aircrew experience is highly desired due to the specialized nature of duties.
- Employee must be able to work independently under pressure for varying periods of time, to resolve/provide solutions to a myriad of problems requiring air operations expertise and may be required to work overtime.
- May be required to work varying hours and possibly rotating shifts, to include responding to short-notice contingency operations.
- Position requires performance of periodic ancillary training as directed by DoD, Air Force, AMC, and 618 AOC (TACC).
- Workload may require weekend/holiday work and uncommon hours.
- Available during contingency/emergency response operations, and as required by the supervisor, shift work may be required as part of the Contingency Response Cell (CRC) or as directed by a supervisor.
- Position requires periodic on-call duty to support worldwide operations and short-notice, high-priority missions.
- Must be able to obtain and maintain a Secret security clearance.
- Must have knowledge in the proper handling of classified documents.

This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Transportation Operations Series 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; in-depth knowledge of AMC/Commercial aircraft and aircrew capabilities and limitations to include range, fuel requirements, configuration, loading, load plans, take-off data, weight restrictions, duty day, and crew rest to ensure proper mission scheduling has been accomplished; Thorough knowledge of DoD/JCS/HQ USAF/MAJCOM air transportation operations directives, regulations, policies and procedures to plan and develop transportation systems or services to satisfy user requirements; Thorough knowledge of the mission, organization and work processes of the air transportation operations programs throughout the command and DoD; Thorough knowledge of various information technology systems, including, but not limited to: the Global Decision Support System (GDSS), Consolidated Air Mobility Planning System (CAMPS), 618 AOC Interactive Mission Record (IMR), Advanced Computer Flight Planning application (ACFP), AMC Aviation Operational Risk Management (AvORM), FalconView mapping application, Air Refueling Management System (ARMS), GDSS Airfield Database (AFD)/Location Capability, AMC Zone Availability Report (ZAR), COINs, GoPax, internet web browsers/search engines, Microsoft Office information systems, fax, and flight planning documents; Knowledge in conducting detailed analysis of complex air transportation operations functions and processes to include knowledge of commercial methodology for the procurement of commercial augmentation; Knowledge of the Foreign Clearance Guide (FCG) and worldwide diplomatic clearance process; In-depth knowledge of flight operations, visual and instrument flight rules, Federal Aviation Regulations (FARS), the international airway routes and structure, oceanic routes, controlled and special use airspace, flight characteristics and systems of several types of aircraft (aircraft altitude/airspeed capabilities, cargo/passenger capabilities).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of air transportation operations policies, principles, practices, operational concepts, procedures and guidelines, including but not limited to flight operations, Air Force flying instructions, aircrew flying limitations and crew rest requirements, visual and instrument flight rules, Federal Aviation Regulations (FARs), airfield information and restrictions, Flight Information Publications (FLIP) documents, worldwide route planning, international airway routes and structures, oceanic routes, controlled and uncontrolled airspace, aeronautical charts, flight safety issues, and worldwide diplomatic clearance requirements.
Knowledge of commercial and organic aircraft performance capabilities and limitations, including aircraft technical orders and performance data. Knowledge of air transportation operations policies, practices and requirements data.
Knowledge of various computer systems that pertain to transportation operations and those systems required to perform the work.
Skill and ability to communicate effectively, both in writing and through verbal communication.
Skill in conducting air transportation operations studies and detailed analysis of complex air transportation operations functions and processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
