Duties
The mission of the Office of Chief Counsel is to serve America's taxpayers fairly and with integrity by providing correct and impartial interpretation of the internal revenue laws and the highest quality legal advice and representation for the Internal Revenue Service. The Associate Chief Counsel, Energy Credits and Excise Tax provides legal advice and litigation support on tax matters involving natural and renewable energy resources, business and energy-related tax credits, and excise taxes.
As a Management Analyst, you will:
Provide primary analytical support to the Business Unit by conducting comprehensive management studies of and analyzing and evaluating the effectiveness of policies, programs, and internal controls. Determine the extent of needed changes or modifications and develops recommendations, methods, or new approaches to improve cost savings, delivery of goods and services, and administrative efficiency.
Prepare reports and recommends projects, programs, and systems for management consideration.
Serve as liaison with F&M to ensure coordination and assistance in meeting management needs. This includes, but is not limited to, the review and analysis and reporting of business goals, financial reports, and reports associated with workload and productivity.
Create and manage databases, create complex spreadsheets containing quantitative and qualitative information and produces statistical and other reports of this information using a variety of software in a readily comprehensible manner.
Coordinate, design, implement, and analyze management information systems and changes to information systems that impact the Business Unit.
Lead/participate in cross-functional study/task groups related to information systems and programs.
Advise managers and administrative personnel on a variety of administrative policies and procedures.
Handle a wide variety of administrative assignments including providing direction and guidance to support staff.
Interpret and disseminate administrative issuances promulgated by the IRS, Chief Counsel, F&M, and the Business Unit Associate. Ensure that such issuances are promptly communicated to affected personnel and are properly integrated into Business Unit operations. Establish reporting requirements to evaluate and ensure compliance with Chief Counsel Directives.

Education Substitution: You may substitute education for specialized experience as follows: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: You may qualify by a combination of experience and education: Options for qualifying based on a combination are identified in the online questions.

Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Using various analytical methods -both quantitative and qualitative; and querying databases and leveraging data to analyze and develop recommendations on complex management and administration issues; and serving as a principal team member on cross-functional project related to management and administration; and using data analysis and data reporting skills to develop recommendations; and collaborating on program implementation.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
For GS-13:
Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Using various analytical methods - both quantitative and qualitative to analyze program efficiency and effectiveness; and Conducting management studies to support strategic program planning pertaining to budget, staffing, and other operations; and serving as a leader, advisor, or subject-matter expert on cross-functional projects related to management and administration; and leading or collaborating on program implementation.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
