This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework.
Duties
Serves as Operations Division, Readiness Branch’s Lead Engineer over projects deemed to be the most technically complex work within the district.
This position is the engineering lead coordinator and district subject matter expert for the implementation of, tasks and work products and related efforts to deliver the district’s ICW and 408 programs.
Plans, programs, schedules, directs, coordinates, advises, and reviews the work of technicians and engineers at the GS-13 level and below and/or A-Es and consultants in the development of related products for alterations.
Coordinates the technical specialists, reviews and approves their/Project Delivery Team's work and presents the approved results to USACE Districts and permit applicants.
Manages, oversees, coordinates, and reviews the analyses, studies, other technical products, and MVS decision for the alteration project(s).
Manages the execution of complex, non-routine dam, levee and bridge safety modifications, inland navigation structure rehabilitations, engineering assessments, risk and reliability analyses, and infrastructure security.
Many projects involve research efforts to successfully design and construct, and generally are the most technically complex and unique projects related to civil works engineering.
Performs administrative team leader responsibilities.
Interprets and disseminates policies, regulations, and standards to subordinates.
Leads a subordinate staff of engineers and technicians.
Requirements

Minimum Qualifications for GS-12: Specialized Experience: One year of specialized experience which includes recommending solutions and/or modifications to engineering work; coordinating project requirements and/or engineering work with team members; and analyzing engineering work to identify omissions, discrepancies, inadequacies, and/or nonconformance with approved criteria. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Minimum Qualifications for GS-13: Specialized Experience: One year of specialized experience which includes evaluating engineering work to ensure its compliance with plans, designs, and/or specifications; tracking project schedules, resourcing, suspense dates, and/or milestones; and providing recommendations to modify standard practices, analyses, and/or technical projects for civil works projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 and GS-13 grade levels, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
