This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for full time telework.
Duties
Serves as the Architecture and Engineering Services (A-E) Coordinator for the St. Louis District, Project Engineer for Construction, and Authorized Representative of the Contracting Officer responsible for quality assurance.
As A-E Coordinator, Represents the Chief, Engineering and Construction Division to Architect-Engineer (A-E) firms on assigned contracts regarding professional issues.
Appointed as Authorized Representative of the Contracting Officer on selected contracts procured under the Brooks A-E Act.
As Project Engineer, oversees construction for a variety of contracts at various locations within the two-state area (Missouri and Illinois).
Serves as District office representative in contacts with representatives of interest concerned with proposed projects, explaining purpose/effect and participating in determinations that will be agreeable to the interested parties and the Government.
Ensures A-E compliance with Professional Registration specific procedures for contract deliverables.
Initiates, negotiates, and manages assigned contracts for Engineering and Construction Division and Planning Division.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Must possess a Professional Engineering (PE) license or Registered Architect License (RA) upon entry into the position.
- This position requires the incumbent to obtain COR (Contracting Officer’s Representative) certification within 24 months of appointment and maintain certification.
- This is an Army Acquisition Workforce (AAW) position.
- The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification Category assigned on the sequenced position Conditions of Employment field of the Position Description.

Minimum Qualifications:
Specialized Experience: One year of specialized experience which includes ensuring compliance for contract deliverables; advising on the interpretation of specifications, payments to contractors, and/or approval of drawings/submittals; recommending solutions and/or remedial actions for civil, environmental and/or construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-13, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
