About the Position: Serves as the St. Louis District, Engineering & Construction Division Design Branch Chief. Supervises Branch activities, which include structural, architectural, mechanical, electrical, civil, water/wastewater, cost and specifications elements. This position will be located in St. Louis, MO and will allow for occasional telework only. This position is NOT eligible for full-time telework.

Duties

Plans and coordinates activities of the Branch and initiates procedures for most efficient execution of work. Discusses with subordinate supervisors, workloads, adequacy of staffing, and progress of work. Discusses general overall features of work projects and any new types of designs with Section Chiefs. Establishes relative priority of assignments and degree of detail to which they should be accomplished. Advises subordinates on complicated engineering problems in coordinating the various design features and on ideas for investigation of alternate designs. Reviews completed work for general overall engineering soundness of design and to determine that it provide the most suitable and economical type of design and best use of materials and labor. Consultation and coordination with personnel of other district elements on design matters arising in the planning, design, construction, maintenance, and operation of projects. Makes special field investigations on major problems being encountered by the design sections and discusses such problems at site. Composes technical engineering correspondence and reports in connection with above activities, and special engineer reports as required by higher authority or directed by Division Chief.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Current registration/licensure as a Professional Engineer (PE) or Registered Architect (RA) by any State, the District of Columbia, Guam, or Puerto Rico. (Please upload a copy of your license with your application.)

Basic Requirement for Civil Engineer, Mechanical Engineer, and Electrical Engineer Basic Requirement for Architect In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Minimum Qualifications GS-14: One year of specialized experience which includes planning, scheduling, staffing, and/or control of engineering and design functions for civil works projects; technical and administrative leadership or supervision over an organization of engineers and technicians; and supervision or leadership over the preparation of various designs and cost estimates leading to the completion of reconnaissance and feasibility reports, and/or plans and specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Construction Inspection and Quality ManagementDesignOral CommunicationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
