This position is located in the Western North Carolina VA Health Care System, VISN 6, in the Charles George VA Medical Center in Asheville, NC and is organizationally aligned within the Chaplain Service. The incumbent serves as a service and program level support under the administrative supervision of the service chief.
Duties
Duties may include, but not limited to:
Program Support
Addresses program inquiries and requests from Veterans, their family members, and caregivers as well as VA staff, community agencies, facilities, VISN, national program office and Association for Clinical Pastor Education. Monitors referrals for spiritual care, schedules patients for groups and individual counseling, performs scheduling and setup for telehealth encounters, consults with clinical and supervisory staff as needed to assure timely assessment and completion, and independently determines need to contact supervisors and coordinators in the field when issues arise.
The incumbent is regularly involved in high level contact with visitors and callers from many organizations, including members of Veterans service organizations and members of the clergy across a broad spectrum of community congregations. Sensitivity is inherent in this position, in that the incumbent is the first contact for patients, family members and visitors who may be in great spiritual and/or emotional pain and distress. The incumbent receives and refers individuals to the chaplains.
The incumbent is responsible for collecting, compiling, researching and/or tracking of data and statistical information.
Uses software applications (i.e. VISTA, VSSC, Pyramid Analytics, Power Bi etc.) and new tools as they are developed to draw information from a wide variety of sources; gathers and analyzes data for preliminary information such as duplications, outliers, etc. and compares to performance measures, targets, etc. discerning information useful for decision-making by users.
Coordinates with clinical staff and administration for facility and community outreach events to include local clergy training events, memorial services, ceremonies, special events, and Stand-downs. Organizes logistical issues assuring literature, audio/visual equipment, promotional items, posters, displays, Patient Point etc. are available for successful presentations. Assists in the development, printing, and distribution of program specific and Service marketing materials.
Clinical Management: Serves as the manager for all administrative functions related to clinical work and is the point of contact between the service and support services to include Health Administration Service, Group Practice Management, Clinical Applications Coordinators, Medical Records, Compliance, and Privacy.
Maintenance of Clinical Pastoral Education (CPE) Program: Serves as the Administrative Point of Contact for the Clinical Pastoral Education Program providing all support to the service chief, clinical educator, chaplain students, credentialing body, and academic affiliation section.
Administrative/Clerical Support
Supports the chief and the staff in administrative and clerical activities associated with full functioning of the service and problem resolution. The incumbent will be responsible for a wide array of clerical and administrative records, including those subject to audits.
Responsible for providing administrative support for Chaplain Service as well as assigned programs under its auspices.
Serves as Records Liaison maintaining files and records, such as policy correspondence files, policy manuals, station memorandum and bulletins, maintains the service electronic inventory list (Ell) and assists in conducting the annual inventory.
Serves as the Automated Data Processing Applications Coordinator (ADPAC) for Chaplain Service and is responsible for coordinating the implementation, direction and support for all Veterans Health Information Systems and Technology Architecture (VistA) applications.
Maintains Service calendar (including on-call) and assures it is uploaded to appropriate communications portal, coordinates meeting arrangements, and schedules meetings and/or conferences.
Schedules meetings for the service chief and overall service functions to include staff meetings, performance evaluations, and Chaplain Office hosted events.
Serves as the Human Resources liaison for the service completing all recruitment actions and supporting the service chief with all disciplinary, personnel, and performance actions. Maintains access to all HR systems in order to place actions for the service into the appropriate system and maintains accurate data between the service and Human Resources.
Performs other directly related duties as required.
Preferred Experience: Administrative experience to include both clerical and clinical support, with knowledge of electronic health record and scheduling experience; sensitivity to the responsibilities of the Chaplain Service to provide spiritual support to a diverse community of
Veterans, their loved ones and VA staff.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/13/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-5) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Clerical skills (typing, entering data, maintaining records , etc.), effectively communicate information to multiple audiences through clear oral and written communications, computer skills, and the ability to manage and organize information.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is basically sedentary, but a considerable amount of walking to all parts of the medical center is required since the incumbent will be working with a variety of clinical and administrative services. In addition to walking, there may be some standing, bending, carrying of
light items such as papers, books, and small parts; or driving an automobile. No special physical demands are required to perform the work.
