Duties

Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. The Office of the Chief Financial Officer (OCFO) is responsible for establishing policies to govern the financial management functions in EXIM and oversees the development, management, administration, and coordination of the EXIM's financial management system; provides direction and advice to the various entities within EXIM with respect to their financial management responsibilities; advises the Chair and other senior officials regarding Congressional testimony related to financial management issues, and, as appropriate, represents the Chair at Congressional hearings. The Financial Manager serves as the Senior Vice President and Chief Financial Officer (SVP & CFO) in the Office of the Chief Financial Officer (OCFO) and reports to the President and Chair of EXIM as provided in the by-laws of the corporation. The incumbent provides leadership, direct supervision, and management support to a team of supervisors, professional and administrative staff for the office; Develops and/or implements major planning, evaluation or monitoring of long/short range operational plans, resource requirements and/or budgets for OCFO office and division; Continually monitors and evaluates budget, fiscal, and administrative controls to manage OCFOs programs and services. The SVP & CFO, along with the Deputy CFO oversees the operations of the Office. Duties include, but are not limited to: Provides leadership, direct supervision, and management support for a team of professional and administrative staff; Develops and/or implements major planning, evaluation or monitoring of long/ short range operational plans, resource requirements and/or budgets for the OCFO; Continually monitors and evaluates budget, fiscal, and administrative controls to manage OCFO programs and services. Establishes financial management policies and standards to govern development, maintenance, and operation of all EXIM's financial management systems, including accounting and related transaction systems; internal control systems; financial reporting systems; budget, credit, cash, and debt management systems. Ensures that all financial management systems comply with requirements of law and regulation and provide for complete, reliable, consistent, and timely financial management information that satisfies Bank requirements as well as the needs of other parts of the Executive Branch, Congress, and the public. Participates with and represents the President and Chair of EXIM in financial matters requiring the attention or consideration of the President and Chair of EXIM. Oversees and manages EXIM's accounting and financial management systems, and their development, operation, and maintenance. Makes recommendations to the President and Chair and the Board of Directors on all matters relating to EXIM's automated financial systems and their relationship to EXIM's other accounting, financial, and internal control systems. Oversee the formulation of EXIM's program and administrative budget and presents the agency budget to the Office of Management and Budget (OMB). Monitors and manages EXIM's program and administrative budgets; analyzes and evaluates proposed programs from the standpoint of financial feasibility and budgetary justifications; maintains continuous analysis of program progress from the budgetary standpoint; recommends new or revised financial plans necessary to achieve EXIM's policy objectives; ensures compliance with expense and personnel ceiling limitations; analyzes EXIM budgetary implications of existing and proposed legislation and Executive Orders. Manages EXIM's portfolio and financial reporting responsibilities and advises the Chair and senior leadership on portfolio risk management practices. Develops and coordinates policies, programs, and procedures governing banking transactions between EXIM and U.S. commercial banks, foreign banking institutions, and U.S. disbursing offices abroad; negotiates and provides recommendations to the Board of the designation of American and foreign banks as depository banks; and for the deposit, transfer, or withdrawal of funds. Oversees EXIM's internal control program and audit liaison function with the Office of the Inspector General, GAO, and other external auditing bodies.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs). Note: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis. Applicants for noncompetitive consideration are NOT REQUIRED to submit a supplemental statement addressing their ECQs. However, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment and submit their most recent performance appraisal, resume, address the professional/technical qualifications and complete the online questionnaire. Applicants must submit written statements (narrative format ) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately. You are required to respond to all ECQs. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in Senior Level (SL) positions and are in addition to the Mandatory Technical Qualifications listed below. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to one page per technical qualification. Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant. MTQ 1 - Expert ability to manage complex financial management, budget, accounting programs for a large Federal entity, to include responsibility for advising senior officials on financial, budget, and accounting matters, compliant with OMB Circulars. MTQ 2 - Broad knowledge of the Federal Credit Reform Act of 1990 (FCRA). Demonstrated experience in measuring accurately the cost of federal credit programs, placing the cost of credit programs on a budgetary basis equivalent to other federal spending, improving the allocation of resources among credit programs and between credit and spending programs. MTQ 3 - Demonstrated experience in leading and managing staff effectively through organizational change and under high pressure while achieving high performance and data-driven results. MTQ 4 - Expert in collaborating and communicating effectively with various offices and presenting budget deliverables and complexed financial matters to senior officials while ensuring that it supports an agency's strategic plan and annual performance.
