This position is located in the U.S. Department of Justice (DOJ), National Security Division (NSD), Deputy Assistant Attorney General (DAAG), Counterintelligence and Export Control Section (CES), Foreign Agents Registration Act (FARA) Unit in Washington, D.C. FARA was enacted in 1938 and requires certain agents of foreign principals who are engaged in political activities or other activities to make periodic public disclosure of their relationship with the foreign principal.

This position serves as a Program Analyst (Foreign Agents Registration Act, FARA). The primary purpose of this position is to plan, analyze, and evaluate the effectiveness of the FARA program. Duties of this position include but are not limited to: Conduct studies and interviews with subject matter experts and extract statistical data from various systems to provide masterful and influential recommendations to management on new effective and efficient ways to improve the FARA program. Independently communicate with foreign agents and advise on matters to ensure compliance with the reporting and disclosure requirements under FARA. Develop policies relating to the registration, reporting, and disclosure procedures and requirements of FARA and recommend changes to current policies and procedures to ensure compliance with the Act. Provide subject matter expertise to managers and support personnel in the execution of program reviews and internal control audits. Establish timelines and procedures for periodic evaluation of program effectiveness, assess progress in meeting established program goals, and determines compliance with established policies and standards of higher authority and outside agencies. Perform a comprehensive analysis of activities and financial reporting of the agents, as well as a thorough review and analysis of complex contracts between foreign agents and the foreign principals they represent. Formulate correspondence to inform identified parties of potential violations, delinquencies, and deficiencies to obtain the necessary information to ensure adequate disclosure and compliance. Following an inspection, draft inspection report memorandum for internal files and correspondence to the registrants inspected highlighting areas in need of amendment. If a registrant remains in non-compliance, draft a deficiency timeline, and assemble a file in support of enforcement action. Draft and send a formal Notice of Deficiency letter.

Requirements

  • You must be a United States Citizen or National.
  • You will be required to complete a pre-employment security investigation and background check which includes a drug screening.
  • You may be required to complete a one-year probationary or two-year trial period.
  • Selective Service registration is required for males born on, or after, December 31st 1959. Those not registered should have an approved exemption on file.

Qualifications

To qualify for the position of Program Analyst (FARA) at (GS-0343-14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade. Additionally, please ensure to submit an applicable SF50 (please refer to the "required documents" section for additional information). Minimum Qualifications: Your resume must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing data to identify trends, evaluate anomalies, or propose recommendations to support management decision-making.
