This position is located in the Veterans Health Administration (VHA), Hampton VA Medical Center, in the Community Care Service. Community Care is an integrated interdisciplinary environment with clinicians, registered nurses and administrative staff who work collaboratively to coordinate care for veterans outside the VA medical center and community-based outpatient clinics (CBOCs). The primary purpose of this position is to serve as the Assistant Chief for the Community Care Service.
Duties
Duties include but are not limited to:
Assist with fiscal management and oversight of the service.
Contribute to the development of program related activities involving education, deployment and sustainment of clinical initiatives, clinical efficiency, revenue enhancement, veteran enrollment, access to care, and cost containment.
Identify connections with access and the Veterans Experience Research, analyze and interpret complex data, and prepare comprehensive reports to brief leadership of results and recommendations.
Analyze new or amended local non-VA care policies and directives and develops local policies (SOPs) covering community programs, activities, or functions. Evaluate complex community care programs on a continuing basis.
Work closely with the Service Chief involving resource allocation decisions to include FTEE ceiling, salary budget, supply budget, equipment budget, space utilization, maintenance contracts, etc. This includes analyzing and measuring the resource needs and making recommendations based on staffing needs.
Oversee the development of contingency plans to meet unexpected and planned resource demands. Ensure annual contingency plans are up to date. Assist in the development, implementation, and tracking of business plans.
Provide input for the issuance of contracts and agreements for purchased care. Reviews and responds to audits, questions resulting from Congressional and other inquiries and reports on audit outcomes.
Hear and act on grievances and EEO complaints not resolved at a lower level. Reviews serious disciplinary cases with supervisors for final recommendations to Human Resources.
Develop and maintain annual staffing plans and assist leadership in forecasting the impact of staff changes and developing countermeasures to mitigate the effect of staff shortages on access to care.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: specialized knowledge of VA/VHA Missions and all aspects of Community Care principles and practices; mastery of VA administrative procedures and experience in making decisions and/or recommendations that improve the health care delivery system for Veteran patients; broad knowledge of VA, Joint Commission and Medical Center regulations, standards, policies, and procedures; professional and comprehensive knowledge coordinating clinical and administrative services related collecting data, presenting recommendations, coordinating services, and mitigate opposing necessities in making contractual decisions; skill in budget projecting and forecasting extra expenditures.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Work is mostly sedentary and involves very little physical effort. At times, duties may require extensive walking per day to meet with the VAMC Executive Leadership, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to the CBOC or Health Care Centers and community resources are necessary and will involve transportation via station vehicle or privately-owned vehicle.
