As a Supervisory Administrative Specialist (Branch Head) with the Administrative Services and Analysis Branch, you will be responsible for the leadership, strategic planning and operational management of a civil servant and contractor administrative services team matrixed to over 10 organizational units at NASA Langley. You will serve as the Contracting Officer's Representative to a joint center administrative services contract between NASA's Glenn and Langley Research Centers.
Duties
Serves as the Branch Head for Langley's Administrative Services and Analysis Branch by leading, supervising, and directing a civil servant and contractor workforce.
Provides administrative support services to LaRC, encompassing more than 10 unique organizational units and its tenant activities.
Responsible for the overall operation of administrative support functions, to include liaison services for procurement and human resources, as well as delivery of clerical and secretarial support throughout LaRC and its tenant program offices.
Responsible for the strategic management of Langley's administrative support capability, including oversight of the strategic planning, employee development, resource deployment, and budget management of administrative support activities.
Serves as the Contracting Officer's Representative (COR) for the joint administrative services contract, Glenn-Langley Administrative Support Services (GLASS) contract.
As the COR, serves as a technical liaison between GRC and LaRC government customers, the contractor and the Contracting Officer by monitoring the Contractor's performance and delivery of service and final products under the contract.
Identifies and implements process improvements and innovative methods to increase efficiencies in customer service delivery.
Collaborates with senior organizational leaders and managers on the administrative service delivery, including understanding requirements and assessing opportunities for administrative process improvements related to office management.
Requirements

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Leading, directing, and/or supervising a matrixed and blended workforce providing services to diverse customers;
Developing, maintaining, and/or modifying contract documentation as requirements for contracted work in coordination with government, contractor, and/or procurement officials;
Applying administrative laws, policies, theories and/or regulations to develop solutions to problems and working with management and distribution to ensure efficient and effective service delivery.
