The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in Office of Finance and Operations, Office of Security, Facilities, and Logistics Services, Personnel Security and Emergency Preparedness Division. Incumbent reviews personnel security forms to identify the presence or absence of derogatory information or missing information.

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Personnel Security Specialist, GS-0080-12, you will be responsible for:• Preparing correspondence to subjects of investigation identifying the reason(s) for any possible unfavorable personnel security or suitability action, provide to supervisor or senior adjudicator for review, and subsequently finalize for supervisor's signature: Review rebuttals and make recommendations for final decisions. • Analyzing reports of investigation, provide written outline of the issues and any mitigating factors affecting the issues, and provide recommendations for appropriate action. Prepare correspondence to subjects of investigation identifying the reason(s) for any unfavorable personnel security or suitability action, provide to supervisor or senior adjudicator for review, and finalize for supervisor's signature. Review rebuttals and make recommendations for final decision. • Reviewing Office of Personnel Management reports of investigation on contractor employees for sufficiency, and, if Office of Personnel Management made preliminary determinations there were not issues in cases and independent reviews support those conclusions, certify that contractor personnel are suitable for providing contractual service to Department of Education. • Determining the sufficiency of personnel suitability investigations conducted by Office of Personnel Management on Department of Education applicants, appointees or employees, and contractor employees.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-12/13, if you possess the specialize experience.Specialized Experience for the GS-12One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) of the following duties or work assignments:1. Experience with executive orders, regulations, principles, or practices pertaining to personnel security/suitability determinations. 2. Experience in analyzing and applying laws, policies, practices or regulations governing personnel security and suitability in order to review, analyze, and resolve security problems.3. Experience in completing personnel security, suitability, and adjudication of background investigations.
Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of Executive Orders 12958, 12968, and 10450 and other guidance, directives and legislation concerning classified national security information, and personnel security and suitability issues.2. Ability to use analytical and evaluative methods and techniques to complete reports, accomplish projects, and evaluate for the management and completion of programs. 3. Knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices.4. Knowledge of personnel security processes and of personnel investigations processing systems necessary to perform background investigation.
Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments:1. Experience overseeing Personnel Security operations to ensure compliance with security policies, programs, or operating instructions. 2. Experience in reviewing completed investigation reports, make appropriate evaluations, including writing formal letters regarding the issuance, suspension, denial, or revocation. 3. Experience in utilizing personnel security data management systems or resources to ensure regulatory compliance. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge and understanding of laws, policies and judicial decisions, investigative Standards and Adjudicative Guidelines governing personnel security and suitability.2. Knowledge of personnel security and suitability management to ensure that appropriate and thorough screening and investigation is conducted as necessary for each appointee; employee; contractor employee; consultant and volunteer, and periodically thereafter, with appropriate actions recommended immediately upon notice of derogatory information or unfavorable determination. 3. Ability to analyze and evaluate reports of investigations or reports which contain conflicting information or evidence, and to prepare oral or written reports, decisions, conclusions or recommendations that are logically organized, clearly and concisely written.4. Ability to plan and schedule the conduct of work of the security programs to stimulate the development and continuation of security consciousness and the effective application of security procedures by operating officials and employees.
