This position is located in the Department of Housing and Urban Development, Office of the Chief Administrative Officer.
Duties
As a Management and Program Analyst, you will:
Assist in developing procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems for the processing and examining of legal instruments such as, but not limited to, contracts, contract modifications, task orders, and interagency agreements.
Perform a variety of duties requiring a knowledge of and skill in computer technology such as using software programs and electronic databases to develop, retrieve, edit, reformat, or represent data; calculate cost estimates; and track data transactions and generate reports. Provide monthly reports to staff as required.
Serve as an analyst of various forms of data for Office of the Chief Administrative Officer (OCAO). Input, monitor, and track procurement, budget, and other data, and interagency agreements information for Staff. Analyze program data and advises suitable ways to improve systems management. Work with contracts and interagency agreements database, in order to input and update information.
Monitor and track procurement activity throughout the contract period. Track all amendments, termination date, budget data, and interim final reports for each contract or interagency agreement monitored by OCAO staff. Update OCAO's procurements in HUD's Acquisition Workflow Tracking System and create reports from the database for the review of the Contract Oversight Specialist.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Experience in acquisition management, including developing and managing contracts, collaborating with Contracting Officer Representatives (CORs), and ensuring compliance with federal acquisition regulations; AND
Experience working with stakeholders across divisions regarding acquisition, procurement, and contracts; AND
Proven ability to analyze and resolve acquisition-related issues
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
