About the Position: This vacancy exists within the Program Executive Office, Combat Support & Combat Service Support located in either Warren or Selfridge ANG Base, MI. Duties

Lead large groups across the PEO through complex cost processes to include acquisition reporting, LCCE reviews, trainings, and other tasks as needed. Develop and teach Standard Operating Procedures (SOPs) for acquisition reporting and other cost related reporting. Lead and direct PM analysts to assist with developing, reviewing, validating, maintaining, presenting, and defending PM/PEO/DA positions on varying aspects of life cycle costs for assigned programs. Represent BMO-Cost position/opinions to PEO in senior leader briefings and interactions. Develops cost estimating policy and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Business- Cost Estimating, - Practitioner) certification within 60 months as of entrance on duty.
  • The position is Non-Critical Sensitive requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 5% of the time

In addition to the basic education requirements for the disciplines identified above, applicant must also have at least one year of specialized experience at the NH-03 (GS-13 or equivalent) level in the Federal Service. Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at theNH-03 (GS-13 equivalent) level in the Federal Service that includes: (1) Developing/validating/reviewing baseline cost estimates for the complex designs of the PM's system; (2) analyzing funding requirements for budget input (i.e. cost analysis and estimation, life cycle cost estimates, business case analyses/cost benefit analyses, etc.); (3) Preparing and defending cost comparisons to ensure project costs do not exceed budget (e.g. Analysis of Alternatives (AoA), Cost Benefit Analysis (CBA), or Economic Analysis);(4) directing various functional areas of cost estimating, economic analysis, cost validation, portfolio analysis, operational effectiveness modeling, modeling, simulation, analysis and evaluation for assigned program(s); (5) capable of developing standard operating procedures (SOPs) for cost reporting and lead other analysts to complete those procedures; (6) familiar with Acquisition reporting requirements and the databases used to report (MARs, PSRs, DAES, SAR, PID, APBs, MDA Doc Reviews etc). This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13 equivalent). This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business-Cost Estimating, - Practitioner certification within 60 months as of entrance on duty.
