About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters. With a focus on developing current and future systems, PEO GCS is leading the production and management of all combat vehicles for the Army.
Duties
Serves as the senior Operations Research Analyst for one or more major combat or combat support vehicle systems.
Leads or performs work to develop baseline cost estimates for the complex designs of the Army's systems.
Defends cost estimating methods through appropriate channels.
Reviews Congressionally appropriated budgets and higher headquarters changes to appropriations to develop program alternatives to accommodate excesses or deficits to the baseline.
Develops and reviews funding requirements for budget input.
Assesses all current and outyear budget impacts by appropriation and by cost element and defends requirements through appropriate channels.
Identifies deficient areas and recommends corrective action.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 15% of the time.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectee must meet position requirements for advanced certification in (P) Business - Cost Estimating within 48 months as of entrance on duty.

INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR):
The 1515 occupation series has a specific educational requirement which apply to all positions.
Education must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the U.S. Department of Education.
A. Possess a Degree in Operations Research (transcripts are required)
OR
B. Possess a Degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (transcripts are required)
In addition to the basic education requirements identified above, applicant must also meet the specialized experience described below.
SPECIALIZED EXPERIENCE: your resume must describe one year of specialized experience at the NH-03 level in the Federal Service which includes work that involves: (1) developing baseline cost estimates for the complex designs of the PM's system; (2) developing and reviewing funding requirements for budget input (i.e. cost analysis and estimation, life cycle cost estimates, business case analyses/cost benefit analyses, etc.); (3) applying operations research concepts, principles, and practices related to the mission, objectives, purpose, configuration, characteristics, and program parameters to identify cost factors and relationships; (4) analyzing and synthesizing data to develop solutions through the application of analytical techniques; and (5) managing and/or directing various functional areas of cost estimating, economic analysis, cost validation, portfolio analysis, operational effectiveness modeling, modeling, simulation, analysis and evaluation for assigned program(s).
The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent).
