This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters. PEO GCS is leading the production and management of all combat vehicles for the Army.

Duties

Serves as Operations Research Analyst with responsibility for designing and applying analytical techniques for estimating costs and cost-effectiveness for military vehicles. Reviews operational documents, specifications, logistics support requirements, and other such project data supplied by functional specialists. Designs cost estimate plan and construct mathematical models required to calculate and evaluate variables and relationships affecting life cycle cost for research and development, investment, and operating phases of vehicles. Maintains all required automated and hard copy records of models, techniques, and data developed. Justifies approaches to cost estimating for PM/PEO and higher echelon reports. Evaluates contractor cost reports to determine technical adequacy and conformance with requirements. Participates in developing program cost estimating policies and procedures. Provides expert advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost impact on program alternatives.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectee must meet position requirements for practitioner certification in (P) Business - Cost Estimating within 60 months as of entrance on duty>
  • Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.

Who May Apply: US Citizens & DoD PPP MSP Eligibles In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Individual Occupational Requirement (Education): Education must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the U.S. Department of Education. A. Possess a Degree in Operations Research. (transcripts are required) OR B. Possess Degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (transcripts are required) In addition to the basic education requirements identified above, applicant must also meet the specialized experience described below. Specialized Experience: Your resume must clearly describe at least one year of at the NH-02 (GS-11 or equivalent) level experiences that includes: (1) Utilizing a variety of complex mathematical, scientific, statistical, and information handling (as well as other operations research techniques) to analyze program/resource requirements and compare the merits of program solutions; (2) Evaluating the purpose, configuration, characteristics, and parameters for assigned programs to identify cost factors and relationships and develop mathematical models and life cycle cost estimates; (3) Applying cost estimating methods and techniques to devise computer models to calculate cost and cost relationships for a variety of program factors; and (4) Analyzing and/or synthesizing complex data from various sources to design and carry out project approaches and prepare reports, study papers, and briefings on assigned studies/projects. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 ( or GS-11 equivalent).
