This position is located in the Colorado River Valley Field Office in Silt, Colorado.

Duties

Provide leadership, motivation, and direction including administrative and technical supervision of assigned employees. Make decisions which recognize the competing uses of BLM administered lands and the interests of local, Tribal, and State government, and Congressional staff. Use supervisors, self-directed work groups, teams, committees, etc. to help direct and control work.

  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You will be required to obtain and maintain a valid state driver's license. Occasionally Operates a Gov’t Motor Vehicle.
  • You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.
  • May be allowed to telework with supervisor approval.
  • You may be required to travel overnight away from home up to 5 nights per month.

Qualifications

In order to qualify, you must the specialized experience requirements described below. Your resume must clearly describe your relevant experience. Specialized Experience GS-14: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in the private or public sectors) performing the following duties: (1) developing an organizations vision and goals to implement a resource management plan and program priorities; (2) supervising a wide variety of specialists and subordinate supervisors providing leadership, motivation, and the direction of an organization; (3) executing administrative supervisory duties such as work assignment distribution, performance management, ethics management, recruitment, and/or financial management; (4) preparing documents associated with a program budget, including at least two of the following: budget directives, annual operating reports, stewardship reports, Public Land Statistic reports, program performance reports. (NOTE: Your resume must clearly define at least three of the duties listed above to be qualified for this position). TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

There is no substitution of education for experience at the GS-14 grade level of this announcement.
