Duties
Provides leadership, technical advice, and assistance to Field Office (FO) supervisors and resources staff. Assures quality of work is maintained in the FO.
Responsible for administration of a variety of management programs such as safety, upward mobility, cost reduction, EEO, drug free workplace, etc. Establishes record keeping systems and monitors accomplishments.
Conducts a proactive safety management program. Performs personnel management functions. Establishes performance standards and evaluates performance.
Directs FO resource management activities so they remain consistent with BLM goals, objectives, and policies.
Issues decisions on controversial issues involving public lands and resources.
Maintains a positive program of public information and education. Keeps abreast of changing social, cultural, and economic conditions and demands for use of public lands and resources.
Coordinates land and resource planning and management with representative of Federal, State, Tribal, and local governments, the general public, public land users, and private landowners.
Makes decisions which recognize the competition for use of BLM administered lands and resources and the interests of diverse groups.
Makes decisions and resolving complex and sometimes controversial natural resource issues.
Recognizes or uses correct English grammar, punctuation, and spelling.
Directs administrative activities in support of operational programs.
Plans, organizes, implements, and evaluates a broad array of complex resource programs requiring intensive multiple-use management and protection of a variety of resources.
Responsible for maintaining a sound organization that effectively and efficiently uses personnel, equipment, materials and financial records.
Communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material that is appropriate for intended audience.

- An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
Qualifications

Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of a Field Manager, including supervision of subordinate personnel. Specialized experience is defined as
Planning, implementing, and/or administering natural resource programs in a multi-resource environment involving the management of public lands;
Demonstrated leadership and/or management experience in managing or directing one or more natural resource programs within a multiple-use framework or natural resources management setting;
Experience working with an established budget system; and managing public lands for multiple use, such as energy, minerals and renewable resources.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
