Duties

Directly supervises professional, technical and administrative work. Emphasizes teamwork throughout the minerals and lands division through cross-training, backup, and assisting team members with workloads. Interviews candidates for positions, recommend appointment, promotion or assignment for positions. Responsible for ensuring all personnel management actions are in accordance with merit principles and equal employment opportunity program guidance. Carries out supervisory duties in accordance with regulatory requirements in areas such as Diversity and EEO. Serves as a backup to the Field Manager and as Acting Field Manager during his or her absence. Collaborates with the Field Manager to assist in the various decision-making processes. Makes resource management decisions on energy and minerals management, oil and gas inspections, and lands and realty operations using an interdisciplinary approach that ensures the development and maintenance of a program of conservation. Ensures all actions are in compliance with applicable technical standards, instructions, guidelines, Bureau land use plans, and appropriate environmental laws. Provides input to the preparation, implementation and conformance of land use plans, interdisciplinary activity plans, and ecosystem plans. Forms and leads collaborative efforts to address resource issues involving a variety of combinations of BLM personnel, stakeholders, interest groups, and other government and state agency personnel. Conducts informal and formal coordination and consultations necessary to effectively carry out the resource program activities. Represents the Field Office in business and professional meetings involving the Field Office programs. Responsible for establishing interdisciplinary teams for ecosystem analysis and resource projects.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Support and guide National Environmental Policy Act (NEPA) activities and plan implementation including facilitation of the lands and minerals interdisciplinary team on lands and realty projects and priorities; abandoned mine lands and mine reclamation; GIS support; cultural resources; and visitor services at the interagency Montrose Public Lands Center. Administer programs in accordance with regulations, Bureau manuals and Instruction Memoranda. Provide input, guidance, and oversight to and on behalf of the field manager in the preparation, implementation and conformance of the resource's portions of land use plans, interdisciplinary activity plans and ecosystem plans. Take a primary lead in developing, managing, and monitoring labor and program budgets and performance, including budget execution to carry out PTA and AWP commitments. Provide leadership and supervision to assigned staff; promote teamwork among and across teams; set performance standards and prepare formal performance evaluations; and implement provisions of personnel management programs such as Equal Employment Opportunity (EEO) action plans, career development, attendance, leave and overtime policies, awards, grievance procedures and safety practices. Direct and ensure excellent external communications internally to BLM and with state, local and Tribal government officials, other agency representatives and interested or affected publics. Represent the Bureau at agency and industry meetings regarding all programs within the office. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Work is primarily in an office setting. There is frequent travel to field sites via four-wheel drive vehicles, fixed wing aircraft, helicopters, and boats. There is a potential for adverse climatic conditions. Field work involves walking, bending and climbing on steep and rough terrain. Work Environment: Most work is in an office setting. Field sites involve exposure to adverse weather, i.e., rain, snow, cold and/or heat. Some outdoor work requires special safety precautions. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
