You will serve as a Program Analyst in the RANGES/TRGTS OPS/INSTRMTN & LABS GROUP, BUSINESS OPERATIONS OFC of NAVAIRWARCENWPNDIV CHINA LAKE.
Duties
You will provide technical, procedural, and administrative guidance on the planning, evaluation, and/or improvement of the effectiveness of Major Range Test and Facility Base (MRTFB) Maintenance and Repair program and policies.
You will establish a priority system for facility requirements to sustain Test and Evaluation capabilities.
You will schedule MRTFB projects based upon a priority and established voting system that gives equitable consideration to all functional area requirements.
You will coordinate and consults with functional area facility leads to adjust or proposes a different course of action that will meet cost, schedule, and/or performance.
You will provide oversight and direction to ensure that all end user facility requirements are properly addressed and executed by the service provider(s).

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band (DA-04) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Managing facility repair projects and program execution from cradle to grave; 2) Providing financial management of the Maintenance and Repair (M&R) operating budget by identifying workload planning and resource management; 3) Negotiating and persuading others regarding the adjustment of M&R plans and modification of established methods and procedures; 4) Collaborating and interacting on M&R projects or teams with multiple stakeholders, including peers, management, and external stakeholders; 5) Serving as a technical point of contact ensuring all facility repair projects and/or contracts meet cost, schedule, and performance requirements.
