The position is a Program Manager within the User Services and Collection Division (USCD).
Duties
As a Supervisory Technical Information Specialist, you will:
Plan, direct and implement all policy, administrative, and programmatic matters relating to the management of biomedical or health-related information systems, applications, tools, and platforms, including related analysis techniques standards; access systems, products, and programs for the NLM collection, literature, data, standards, and other resources; collection management systems, tools, standards, and techniques; and health information projects that require an expert understanding of library technology, databases, software, standards, and NLM policies and procedures.
Manage short- and long-range planning activities that include multi-year work plans that guide organizational projects/programs. Formulate, interpret, and communicate long-range goals, principles, policies, and objectives for programs.
Manage and direct the prioritization and utilization of program resources. Oversee and coordinate the budget planning and expenditure of program operating funds including those for software and web product acquisitions.
Advise senior leadership on developing and implementing strategic plans in support of achieving program, branch and division objectives. This includes developing detailed plans to improve efficient operations, implementing plans and initiatives to achieve mission and policy objectives, and assessing program accomplishment in alignment with larger organizational goals and making course corrections when necessary.
Represent the Program, Branch and Division on specific NLM-wide activities and projects and support leadership with information and recommendations as needed.
Serve as product manager for the products/services portfolio in the Program. Coordinate product/service owners and leads within the Program. Support Program, Branch and Division efforts to identify information needs, solicit feedback, and determine how to improve products and services.
Direct the work through Team Leaders and technical staff consisting principally of Librarians, Archivists, Technical Information Specialists, Library Technicians, and/or Health Program Specialists, with most staff at the GS-11, 12, or 13 full performance level.

Qualifications
In order to qualify for a Supervisory Technical Information Specialist, GS-1412 position, you must have:
A full four (4)-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled; OR
Four (4) years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience is equivalent to that which would have been gained through a 4-year college curriculum; OR
A combination of education and experience as described above.
AND, in order to qualify at the GS-14 level, you must have:
One (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: (1) performing or directing one or more of the functional areas of technical information services and management such as indexing, terminologies and standards, vocabulary control, reference work, specialized cataloging and metadata, and identifying and evaluating new information sources, tools, new methods of organizing, and disseminating information to various audiences; (2) overseeing and evaluating the performance of team members, and providing guidance, advice, and instruction concerning both technical and administrative matters; (3) performing or directing work that supports the development, maintenance, improvement, migration, and other activities for the systems and technology supporting technical information services and management; (4) performing or directing product/service development, engagement, and/or management throughout the entire lifecycle for one or more of the functional areas of technical information services and management; and (5) performing or overseeing a program of evaluation and assessment for one or more of the functional areas of technical information services and management.
